Removing obstacles for "hot" projects: From Son Tra to Chi Lang, Da Phuoc
Following the Politburo 's Conclusion 77-KL/TW (May 2, 2024) and the National Assembly's Resolution 170/2024/QH15 (November 30, 2024) on removing difficulties in land handling, the Government issued Decree 76/2025/ND-CP (April 1, 2025). This is the legal basis for Da Nang to handle 10 groups of long-standing difficulties, from violations of land use terms, land price determination, to slow-moving projects or legal disputes.

According to Director of the Department of Agriculture and Environment Pham Nam Son, the city has established three specialized working groups, focusing on resolving each group of problems. One of the most obvious results is the adjustment of land use term for 730/1,313 cases according to Resolution 170, creating a legal corridor for households and businesses to stabilize production.
In the group of determining land prices according to Conclusion 2852/KL-TTCP, Da Nang has developed 16/16 plans for calculating and collecting financial obligations, 10 plans have been approved, the rest are being completed. This is an important step to resolve the long-standing deadlock and put the land into exploitation soon.
One of the highlights is the handling of problems in 13 projects on Son Tra peninsula. The city People's Committee has canceled the decision on 4 projects that have not yet allocated land, reviewed the area related to national defense and forestry and adjusted the planning to both preserve ecology and create space for tourism development. Currently, the city has completed 5/13 steps according to the plan, focusing on completing investment procedures, construction and financial obligations.

At Chi Lang Stadium, which was once associated with major violations, the city has completed the planning adjustment, site clearance, and preparation for the auction of land use rights for commercial and service purposes. Similarly, the 3,264m² land plot on Ngo Quyen Street is also completing its documents, expected to be auctioned in the fourth quarter of 2025.

In particular, for the Da Phuoc International Urban Area project (181ha), after many years of stagnation, the solution has been agreed upon by Deputy Prime Minister Nguyen Hoa Binh, awaiting the final procedures to issue a resolution to remove it. This is considered an important step to restore investor confidence.
Along with that, the city also focuses on handling the financial responsibilities of primary investors and protecting the rights of secondary investors. To date, 48/71 petitions from businesses and individuals have been resolved, creating a more transparent and fair business environment.
Exploiting resources from land
In addition to handling stuck projects, Da Nang also attaches importance to exploiting land funds through public auctions. In the period 2023-2025, the city auctioned 11 large land plots, earning VND1,869 billion, along with 57 residential land plots worth more than VND306 billion. In the coming time, the plan to auction 19 land plots and 215 lots is expected to bring in about VND7,815 billion.
Hot land areas such as A1 Bach Dang Dong or A1-1 Vo Van Kiet are on the list, promising to attract strategic investors, contributing to changing the urban landscape. This is not only a source of budget revenue but also demonstrates the determination to make public resources transparent and prevent asset loss.

Regarding projects and land in the old Quang Nam province, the Department of Agriculture and Environment said that in order to remove difficulties in inspecting the implementation of laws in land management and use, construction investment management; licensing and exploitation of soil and stone mines for construction materials according to Conclusion No. 114 of 2025 of the Government Inspectorate, the People's Committee of the old Quang Nam province has issued a plan to focus on implementing the removal.
In particular, it was determined that the projects mentioned in the inspection conclusion have difficulties and problems similar to the groups of difficulties and problems in Conclusion No. 77-KL/TW of the Politburo and Resolution No. 170/2024/QH15 of the National Assembly and need to be reported to the competent state agency for permission to apply special mechanisms and policies.
“In the coming time, the Department will continue to advise the city to implement the Inspection Conclusion as well as classify difficulties and problems according to similar problem groups in Conclusion No. 77-KL/TW, Resolution No. 170/2024/QH15 to report to competent state agencies for permission to apply specific mechanisms and policies to handle in order to soon put projects facing difficulties and problems into investment and construction implementation,” said the leader of the Department of Agriculture and Environment.
Promoting its role and responsibility, the City People's Council has issued important resolutions on planning, land auctions, and management of suspended projects; at the same time, closely monitored the progress of implementation. Thanks to that, the local government has enough legal basis to boldly handle the situation, not falling into the situation of "fear of deciding, fear of doing".

From solving a series of "hot" projects to exploiting public and transparent land funds, Da Nang is showing the initial effectiveness of applying special mechanisms. The drastic participation of the City Party Committee and People's Committee, along with the accompaniment and supervision of the People's Council, has unlocked resources and strengthened the confidence of investors and people. This is an important foundation for the city to enter a new stage of development, aiming to become a modern economic and financial center of the Central region.
