The National Assembly Standing Committee passed a Resolution on the 2026 Legislative Program.

Briefly presenting the Proposal on the proposed Program, Vice Chairman of the Committee on Law and Justice Nguyen Phuong Thuy said that since the beginning of 2024, the National Assembly has issued 69 laws and 33 resolutions; the National Assembly Standing Committee has issued 4 ordinances, 36 legal resolutions and 18 resolutions adjusting the Program.

According to the decided Program, at the 10th Session, the National Assembly will consider and pass 42 laws and 3 resolutions, and is expected to continue to add a number of other projects.

Regarding proposals for the development of specific laws, ordinances and resolutions, the Government proposed to include 41 projects in the 2026 Program, specifically: submitting 14 laws to the National Assembly for consideration and approval at the first session of the 16th National Assembly, 20 laws and 2 resolutions at the second session of the 16th National Assembly; submitting 1 ordinance and 4 resolutions to the National Assembly Standing Committee for consideration and approval.

Regarding the documents submitted by the Government, Deputy Head Nguyen Phuong Thuy stated that the submission and documents proposing to include projects in the 2026 Program basically comply with the provisions of the Law on Promulgation of Legal Documents. In addition, there are still some proposals that do not provide enough information as required.

Therefore, it is recommended that the National Assembly Standing Committee note that the Government pay attention, direct and provide specific instructions to continue improving the quality of Program development work in the coming time.

Regarding specific contents, the Standing Committee of the Law and Justice Committee and the agencies of the National Assembly basically agreed with the necessity, purpose of promulgation, scope of regulation, applicable subjects; specific issues to handle conflicts, overlaps, and inadequacies caused by the law; new issues, new trends and other necessary contents related to the proposed projects and the expected time for submission for approval.

Regarding the submitting agency, the examining agency, and the progress of submission to the National Assembly Standing Committee for comments, Vice Chairman of the Law and Justice Committee Nguyen Phuong Thuy said that based on the Government's Submission, the tasks and powers of the National Assembly agencies, the Standing Committee of the Committee has specifically planned the submitting agency, examining agency, the expected time for submission according to the National Assembly session, and the expected time for the National Assembly Standing Committee to review and comment on the projects in the Appendix attached to the draft Resolution on the 2026 Legislative Program.

Based on the principles of formulating the 2026 Program and the opinions of the National Assembly agencies, the Standing Committee of the Law and Justice Committee submits to the National Assembly Standing Committee a draft of the 2026 Legislative Program, including 39 draft laws, ordinances, and resolutions as the draft Resolution of the National Assembly Standing Committee, with the full Submission attached.

Also at the meeting, Minister of Justice Nguyen Hai Ninh basically agreed with the Submission of the National Assembly's Committee on Law and Justice on the draft Legislative Program for 2026; at the same time, explained and clarified a number of contents of interest to the National Assembly Standing Committee.

Concluding this content, Vice Chairman of the National Assembly Nguyen Khac Dinh said that with the spirit of close coordination between the Government's ministries and agencies with the National Assembly's agencies as well as the careful preparation work of the agencies, the National Assembly Standing Committee highly agreed with the Submission of the Committee on Law and Justice on the draft Legislative Program for 2026.

Vice Chairman of the National Assembly Nguyen Khac Dinh proposed adding a clause: Agencies continue to review and supplement when necessary, meeting practical requirements and promptly institutionalizing new Party documents; adding an Appendix of assignment attached to this Resolution as well as announcing the Conclusion of the National Assembly Standing Committee on this content.

In addition, the Vice Chairman of the National Assembly requested the Standing Committee of the Law and Justice Committee to coordinate with the Ministry of Justice to notify agencies for effective implementation; requested the two agencies to continue to coordinate closely to complete the Resolution and submit it to the Chairman of the National Assembly for signing and promulgation next week.

At the meeting, 100% of the members of the National Assembly Standing Committee present voted in favor of passing the Resolution on the 2026 Legislative Program.
