Why can I only apply for a group visa when going on a tour instead of an individual visa?

I went on a tour to China and was given a visa-like piece of paper to clip to my passport when going through immigration procedures.

In early May, I went to China on a tour. I did not get a paper visa or a stamp on my passport, but only a piece of paper with the words: Republic of China/China Immigration Service/Entry confirmation, along with my passport number and expiration date.

Why can I only apply for a group visa when I go on a tour, instead of a visa for each person? If I go elsewhere in the future, how will those places know that I have been to China? So, when I apply for an e-visa to go to Taiwan, will it be accepted?
