Regarding the name of the new administrative unit after the merger, in Resolution No. 16 -NQ/TU dated August 23, 2023 of the Ninh Binh Provincial Party Committee and the Project Implementation Plan of the Provincial People's Committee, the construction and development of "Hoa Lu City" on the basis of merging Hoa Lu district and Ninh Binh city into a new city administrative unit with the orientation of the nature of "Millennium Heritage Urban Area".

After the merger, Hoa Lu city has a natural area of ​​over 150km2, a population of over 237,000 people, with 15 wards and 5 communes.

The representative of the Department of Home Affairs of Ninh Binh province informed that after establishing Hoa Lu city, and simultaneously rearranging the commune-level administrative units and establishing wards, the province will import the original number of cadres, civil servants, public employees, and workers at agencies and organizations in the administrative units that are being rearranged.

“Hoa Lu City will be built according to the urban orientation of the ancient capital - heritage based on natural, ecological, cultural and historical values, possessing world cultural and natural heritage.

Because Hoa Lu was the first capital of the central feudal state established in Vietnam, existing for 42 years (968-1010), associated with three consecutive dynasties: Dinh, Tien Le and Ly," said the leader of the Department of Home Affairs.

Currently, Hoa Lu district has 11 communes and towns, covering an area of ​​nearly 103 square kilometers, with a population of about 72,000 people.

Ninh Binh town was established in 1981, separated from Hoa Lu district, an administrative unit under the former Ha Nam Ninh province. In 1992, when Ninh Binh province was re-established, Ninh Binh town became the economic, political, cultural and social center of the province. From 1982 to present, Ninh Binh town has expanded its administrative boundaries three times by merging some communes of Hoa Lu district.

In December 2001, Ninh Binh town was recognized as a provincial city. Currently, the city is more than 48 km2 wide, with a population of more than 120,000, living in 11 wards and 3 communes.

The merger of Ninh Binh city and Hoa Lu district into a new administrative unit is a major policy aiming towards the common goal of Ninh Binh becoming a centrally-run city with the characteristics of a Millennium Heritage City and a creative city.

Previously, at the 20th session of the People's Council of Ninh Binh city, term XXI, 2021 - 2026, delegates approved the draft Resolution on approving the policy of establishing Hoa Lu city, at the same time arranging commune-level administrative units and establishing wards.

Responding to the press, Mr. Dinh Van Thu, Chairman of Ninh Binh City People's Committee said, we have consulted voters on the policy of establishing Hoa Lu city and achieved a very high consensus rate. People expect the merger will create new opportunities for the city's development in the future.
