On October 9, the People's Committee of Ho Chi Minh City issued a Directive to promote the implementation of key tasks and solutions to strive to achieve the economic growth target under the direction of the Prime Minister.
In addition to focusing on promoting industrial production associated with market restructuring and digital transformation, the city government requests departments, branches, and localities, according to their assigned functions, tasks, and powers, to promote the development of services and tourism and effectively exploit the domestic market.

Accordingly, the Department of Culture and Sports is assigned to preside over the strong development of cultural industries, combined with tourism, building the city into a cultural industry center of Southeast Asia, striving to join the UNESCO creative city network in the field of cinema, a healthy cultural and entertainment center with many types of the country and the region.
The Department must strengthen communication and promotion of cultural destinations, cultural products, festivals, events, etc., connecting with other social activities, especially tourism activities.
The Department of Tourism shall preside over and coordinate with relevant agencies to strongly innovate tourism promotion and advertising activities, attracting domestic and international tourists. Strive to reach 8.5-10 million international tourists and 45-50 million domestic tourists by 2025.
The industry needs to redefine the comprehensive economic - social - tourism linkage orientation between Ho Chi Minh City and regions and localities nationwide to promote the strengths of each region and increase competitive advantages.
For the domestic market, focus on the markets in the Mekong Delta region, Hanoi and surrounding areas, focusing on the customer segment with moderate and high spending.
For foreign markets, focus on markets with aviation connections; markets with visa exemption; nearby markets, new markets with high growth rates (Middle East, India) and markets with which Ho Chi Minh City has signed cooperation agreements in various fields and has sister relationships.
Besides effectively organizing tourism events such as river festivals, tourism weeks, and international marathons, the department is assigned to coordinate with relevant units to continue piloting unique products.
Including: "Seeing Ho Chi Minh City by helicopter" in Vung Tau ward, Ho Tram ward; developing night tourism with some products of visiting Ho Chi Minh City Museum at night combined with enjoying art performances; products of visiting the city and Zoo at night; entertainment activities, outdoor movies, music performances... and sports (flyboard, paragliding) at night in Vung Tau ward.
