By October 2, the functional forces of Dong Hoa ward, Ho Chi Minh City, in coordination with other units, had completed the repair and cleaning of the area where trees fell due to the heavy rain and strong winds that occurred on the afternoon of October 1 in the ward, affecting traffic and injuring two people.
Initial investigations determined that Tran Tuan A. suffered a fractured left clavicle, a contused left lung, a fractured left radius, and a fractured lower end of the humerus. He is currently being treated at Children's Hospital 2 (HCMC). Mrs. Pham Ngoc H. suffered a lumbar spine injury and a closed abdominal injury and is currently being treated at the HCMC Orthopedic Hospital.

According to the People's Committee of Dong Hoa Ward, because urban public services have not been assigned authority and funding, the work of dredging canals and pruning urban trees is still being implemented from local socialized resources, so it has not been implemented comprehensively in the entire ward. The People's Committee of Dong Hoa Ward recommends that there should be early instructions or delegation of authority to the locality to proactively and promptly handle similar situations.
