During the resistance war against French colonialism and American imperialism, Binh Phu commune was an important location for security and defense in the western wing of Thang Binh district; a bridge connecting Tien Son, Tien Cam, Tien Ha communes of Tien Phuoc district with the central and eastern wing communes of Thang Binh district and a vital route to expand the liberated area to localities in the province. The places of Linh Cang, Phuoc Ha, Ha Chau (Binh Phu commune) are the cradle of revolution, with a tradition of patriotism.
With such an important location, the Thang Binh District Party Committee base located in Linh Cang village is identified as a strategic area of Thang Binh district. Therefore, to have a safe base area for the District Party Committee to command and ensure the safety of Provincial Party Committee cadres and armed forces to operate, we have focused our efforts on liberating this important area.
Opening the campaign to liberate Binh Phu commune, on the night of September 3 to the morning of September 4, 1964, the guerrilla force of Binh Phu commune coordinated with the district armed forces and troops of Battalion 70 to attack and destroy Ha Chau hamlet with two attack directions. The first direction from along the Dat Do hill road attacked straight down to the north of Ha Chau hamlet, the second direction attacked An Ly hamlet and the south of Ha Chau hamlet.
Within 40 minutes, Company 1 of Battalion 70 and local forces completely destroyed the strategic hamlet of Ha Chau - An Ly, annihilated the Security Company, captured 4 prisoners, seized many weapons, burned the strategic hamlet, and brought nearly 100 households back to their old village.
The victory of Ha Chau - An Ly liberating Binh Phu commune had an important meaning, creating a solid and safe position for the Thang Binh District Party Committee base operating in Linh Cang village; at the same time, opening a strategic route for the main force from Tien Son, Tien Cam, Tien Ha to liberate the communes in the Eastern Thang Binh region, contributing to the collapse of the "Local War" strategic plot of the US imperialists.
"Ha Chau - An Ly Victory Site" was recognized as a provincial historical relic by the People's Committee of Quang Nam province in Decision No. 41 dated January 5, 2023.
On the journey of building new rural areas, Binh Phu commune has strived to overcome difficulties and challenges and by the end of 2017 was recognized by the Provincial People's Committee as a commune meeting new rural standards, and one village meeting model new rural standards.
Since 2017, Binh Phu commune has upgraded its criteria for new rural communes. Currently, the rate of solidified commune, village and hamlet roads has reached 100%; green, shady roads and main intra-field traffic routes have reached nearly 89%; and more than 34km of canals have been solidified.
The rate of people participating in health insurance is 98%. Schools meet the standards of level 1 and 2 in terms of facilities. The rate of poor households is 2.3%. The average income per capita is 56.5 million VND/year. 2/4 villages have achieved the model new rural residential area.
The total resources for building new rural communes to date are more than 102.5 billion VND. On August 27, 2024, Binh Phu commune was recognized by the Provincial People's Committee as meeting the standards of an advanced new rural commune in 2023.
At the ceremony, the leaders of the province and Thang Binh district awarded the Provincial Historical Relic Ranking Certificate "Ha Chau - An Ly Victory Site" and the Certificate of recognition of the commune meeting advanced new rural standards in 2023 to Binh Phu commune.
