Coastal communes promote advantages, strive to achieve advanced new rural standards

(Baothanhhoa.vn) - Hoang Tien Commune has Hai Tien Marine Eco-tourism Area, and inherits great achievements from the National Target Program on New Rural Development in the previous phase, so it has more advantages than other localities in the province. The commune has determined the goal of reaching the advanced New Rural Commune level before 2030 on the basis of promoting existing foundations.

Tourism advantages contribute to the construction of new advanced rural communes in Hoang Tien.

The new Hoang Tien commune was merged from the coastal communes of the old Hoang Hoa district, including: Hoang Hai, Hoang Yen, Hoang Tien and Hoang Truong. The natural area was increased to nearly 24 km2 with nearly 30,000 people. The commune has both mountainous areas for forestry economic development, tidal areas for aquaculture, coastal areas for seafood exploitation and sea tourism development, and large fields for agricultural development. Combining data from the 4 old communes, in the period of 2020-2025, Hoang Tien commune achieved a growth rate of total product value in the area of ​​7.1%/year; average income by 2025 reached 77.6 million VND/person.

In the past term, the commune's New Rural Construction Program achieved many results with the movement of building advanced new rural areas and new model new rural areas being implemented synchronously and extensively, mobilizing resources. According to statistics from the Executive Committee of the Party Committee of Hoang Tien commune, from 2020 to now, the total capital mobilized to build villages meeting model new rural standards reached nearly 842 billion VND, of which the State budget invested nearly 199 billion VND, and the people's contribution reached more than 643 billion VND. After many years of investing in infrastructure, construction items such as cultural houses, mini parks, drainage systems, asphalt carpets, paving sidewalks on roads, planting flower beds, ornamental plants, shade trees, building model gardens, landscape improvement works, ensuring environmental sanitation were strongly deployed at the village level.

Up to now, the commune has 12/27 villages meeting the model NTM standards, including: Tien Thon, Dong Thanh, Phong Lan, Kim Son, Kim Tan 1, Kim Tan 2, Son Trang, Khang Doai, Trung Ngoai, An Lac, Trung Thuong, Van Phong. Before the merger, the old Hoang Tien commune met the model NTM standards, the remaining 3 communes met the NTM standards many years ago and have been improving the criteria in depth every year. According to the new instructions of the Central Government, the new commune after the merger will take the lowest level of NTM standards of the commune, so Hoang Tien is currently only recognized as meeting the NTM standards.

However, public infrastructure in many areas of the commune has been developed quite spacious and modern. In the 2020-2025 term alone, the total mobilized development investment capital for the whole commune reached 697 billion VND, with 502 works and projects implemented. Public investment projects in the period have been approved by the district and province in principle, many projects have been implemented effectively, creating a breakthrough in attracting investment and developing the socio-economy, creating a new look for the commune. Many key projects have been deployed, contributing to the completion of the new rural criteria, such as: Expanding and upgrading the road adjacent to Ma Truc canal from road 510B to Con Guom; traffic road adjacent to Nguyen Van Be canal connecting from DH-HH 13B road to DH-HH 24 road to old Hoang Hai. Many projects to renovate and upgrade rural roads such as the route from provincial road 510B Hoang Tien to old Hoang Hai; DH-HH 24 road section from 510B to old Hoang Hai and from road 510B to Hoang Thanh; rural traffic road DH-HH13 section from old Hoang Tien intersection to old Hoang Yen; renovation of provincial road 510B section through Hoang Truong commune... has opened up regional connectivity, completing the traffic system in the commune.

Near Hai Tien Marine Ecotourism Area and the area bordering Lach Truong River, the Lach Truong Spiritual Cultural Park Project; the old Hoan Truong Commune Central Park; upgrading and renovating Phuc Ngu drainage canal and the 2-way canal road from road 22M to the end of MBQH section No. 26 have been implemented. Many kindergartens, primary schools, medical stations, and village-level cultural houses have also been repaired and newly built according to the new rural criteria.

In early September, Hoang Tien commune is continuing the tasks of the old Hoang Hoa district, implementing the site clearance of the Traffic Project from HH-HH.13 road to the planning area adjacent to Phuc Ngu canal. Mr. Le Trong Huan, residing at 34 HH-HH13 road, Thanh Xuan village, shared: "Although we are in the stage of negotiating compensation prices between the departure and destination, my family has cleared all the furniture in the old house and is building a new house to be ready to hand over to the construction units to implement the project. We are fully aware of the role of the traffic system for development, so we fully support it."

Hoang Tien has a great advantage in developing tourism associated with the New Rural Development. Along the coast, the whole commune has 57 accommodation establishments with 4,494 rooms, the average number of visitors per year is about 1.2 million. Tourism services have created jobs for more than 1,200 workers, mainly local children, of which 35% have been trained at college level or higher. Tourism not only helps the locality strongly develop the service - trade sector, but also contributes to perfecting cultural institutions, developing traditional cultural activities according to the New Rural Development criteria.

On the basis of inheriting achievements and analyzing practicality, at the Congress of Delegates of the Hoang Tien Commune Party Committee, the goal of striving to bring the locality to meet advanced NTM standards before 2030 was approved.
