Building a strong intellectual team, nurturing national vitality

The intellectual team always plays the central role, the nucleus of the industrialization and modernization of the country. The 8th Conference of the 13th Party Central Committee just took place, the Central Committee affirmed: "... in the context of the new situation and new requirements and tasks, it is necessary to issue a new Resolution of the Central Committee on continuing to build the country's intellectual team, fostering a stronger national spirit...".

The intellectual team is strong in quantity and quality.

President Ho Chi Minh once pointed out: "Industrialist and agrarian intellectuals, intellectuals serving the people are needed now, resistance war and national construction are needed, advancing towards socialism is even more needed, advancing towards communism is even more needed." On the basis of inheriting and creatively developing the viewpoints of President Ho Chi Minh and previous congresses on building a team of intellectuals, on August 6, 2008, at the 7th Conference of the 10th Central Executive Committee, Resolution No. 27-NQ/TW on "Building a team of intellectuals in the period of promoting industrialization and modernization of the country" was issued.

Over the past 15 years, since the implementation of Resolution No. 27 of the Party Central Committee (10th tenure), the intellectual community in the country in general and Binh Thuan in particular has developed in high quality, quantity and reasonable structure, meeting the requirements of national development, gradually advancing to the level of intellectuals in advanced countries in the region and the world, making important contributions to the process of promoting industrialization and modernization of the country. Along with that, the awareness of Party committees at all levels about the role and position of intellectuals in the cause of industrialization and modernization has been increasingly raised. Accordingly, many Party committees at all levels have had appropriate solutions to develop the intellectual community in both quantity and quality in all fields and sectors, approaching the mastery of science and technology with advanced countries in the region and the world. According to the General Statistics Office, the development of the intellectual team has contributed to transforming Vietnam from a country with a backward, small-scale agricultural economy, with a GDP of only about 14 billion USD and a GDP per capita of only about 250 USD in the early years of renovation, to 2022, with an estimated GDP per capita at current prices of 95.6 million VND/person, equivalent to 4,110 USD. In 2020, Vietnam ranked 42nd out of 131 countries, leading the group of countries with the same income level and ranked 3rd in ASEAN, after Singapore and Malaysia. In 2022, Vietnam ranked 48th out of 132 economies, in the Top 50 and ranked 2nd in the group of 36 lower-middle-income economies, ranked 10th out of 17 economies in Southeast Asia and Oceania. Intellectual property system; Standards, measurements, and quality are increasingly improved, contributing to encouraging domestic research and innovation activities, creating a healthy competitive environment, improving the quality and competitiveness of products and goods...

In Binh Thuan, after 15 years of implementing Resolution No. 27-NQ/TW, the work of training, fostering, and improving the qualifications of cadres, civil servants, and public employees (CB, CC, VC) in general, and the intellectual team in particular, has achieved quite important results. Up to now, the whole province has over 47,000 people with university degrees or higher working in all economic - social, security and defense fields. In recent times, the province's intellectual team has actively contributed to promoting the application of science and technology in production life, contributing to the rapid progress of the province on the path of industrialization and modernization in the period of innovation and integration. In order to create favorable conditions and environment for the activities of the intellectual team, Binh Thuan has directed departments, branches, and localities to objectively assess the factors affecting the intellectual team and the work of building the intellectual team; implement policies and incentive mechanisms for the intellectual team; Investing in facilities and technical equipment for stations, camps, research centers, scientific and technical applications, hospitals, schools, etc. Thanks to that, the intellectual team of Binh Thuan has rapidly developed in quantity, improved in quality, and promoted its role in all areas of social life. Many comrades, after training, practice, and experience in working positions, have promoted their working capacity and sense of responsibility, and have been included in the planning source of the Provincial Party Executive Committee by the Standing Committee of the Provincial Party Committee, and have been assigned to leadership and management positions at the provincial and district levels, contributing significantly to the innovation of the political system's operations.

Unleashing resources, promoting the role of intellectuals

In addition to the achievements, the work of building and developing the intellectual team in Vietnam in general, and Binh Thuan in particular, in the recent period has revealed many limitations. That is, the quality of the intellectual team is not uniform, especially in remote, difficult areas, border areas, and islands. The improvement of the environment and favorable conditions for intellectual activities is still slow; elite and talented intellectuals are few, leading experts and equivalent positions are seriously lacking, and the successor team shows signs of being disappointed. The method of leadership and direction for the intellectual team is slow to innovate. Many Party committees, Party organizations, and authorities at all levels, first of all the leaders, have not really paid attention to promoting the building and making use of the intellectual team in the assigned areas and fields...

The above limitations and shortcomings lead to the modest contributions of the intellectual community to the country's socio-economic development, not commensurate with the great potential of the Vietnamese people and Vietnamese values. To keep up with the world's development and serve the cause of national innovation, first of all, to contribute to the successful implementation of the Resolution of the 13th National Congress of the Party, especially in the context of Vietnam focusing on innovation and promoting national digital transformation, the formulation of strategic policies in building and developing the intellectual community is becoming more urgent.

At the 8th Conference of the 13th Party Central Committee, which just took place, the Central Committee emphasized: “…it is necessary to innovate more strongly both in thinking and action in the direction of: Identifying Vietnamese intellectuals as a high-quality labor force, a creative labor force, with the honor and duty to be pioneers, directly participating in the cause of innovation, contributing to building and developing the country; improving the people's knowledge and human resources; nurturing and training talents in all fields, making an important contribution to raising the intelligence and strength of the nation, promoting the country's rapid and sustainable development; being a force with an important role in improving the quality of the alliance between the working class, the peasantry and the intellectuals under the leadership of the Party…”. The Central Committee requested to urgently develop, promulgate and organize the effective implementation of appropriate policies and measures to innovate and further improve the quality of leadership and development of the intellectuals; create fundamental changes in the training and fostering of intellectuals; develop, attract, reward and honor the intellectual team; create a favorable environment and conditions for intellectuals to start businesses and work creatively, promote the talents and intelligence of collectives and individuals of scientists. Promote the mobilization and diversification of investment resources for the building and development of intellectual teams; promote responsibility, increase the initiative and positivity of the intellectual team itself, consolidate and improve the quality of activities of professional associations among intellectuals...

Believing that with the correct policies and guidelines of the Party and State to unite, gather and promote the intellectual team, it is certain that the Vietnamese intellectual team will grow stronger and have high quality, meeting the requirements of national development in the new situation.
