Building new rural areas in Hanoi: Success from consensus, creativity and perseverance

After 15 years of implementing the new rural area (NTM) program, Hanoi has completed the task of building NTM at the city level 1 year ahead of schedule. This achievement is thanks to the consensus, creativity and perseverance of the entire political system and the people of the city.

Always put people at the center

Discussing Hanoi's valuable experiences in building new rural areas, Deputy Director of the Department of Agriculture and Environment Nguyen Dinh Hoa affirmed that the first factor creating success is the close, decisive and synchronous leadership and direction of the City Party Committee, People's Council and People's Committee. This is the key factor throughout the entire process.

Hanoi has thoroughly grasped Resolution No. 26-NQ/TW of the 10th Central Executive Committee and the National Target Program on New Rural Development. The Hanoi Party Committee identified this as a key task, with close direction from the City Party Executive Committee, through Resolution No. 03/2010/NQ-HDND, creating a clear orientation framework for the 2010-2020 period, with a vision to 2030. Hanoi has issued many resolutions, directives, and specific plans, suitable for each period and local characteristics. Inspection, supervision, and urging work are carried out regularly and continuously, helping to promptly remove difficulties and obstacles.

In addition, the city has mobilized and promoted the combined strength of the entire political system and the entire population. The NTM program is not only the task of the agricultural sector but also the participation of all departments, branches, sectors and organizations from the city to the grassroots. "In particular, we always consider the people as the subject, the goal and the driving force of the NTM construction process" - Mr. Hoa affirmed.

Emulation movements such as “Hanoi joins hands to build new rural areas” have strongly aroused people’s awareness and initiative in contributing their efforts, intelligence, and money to build their homeland. Hanoi has effectively integrated capital from the state budget, national target programs, and encouraged the participation of businesses, cooperatives, and people on a voluntary basis. The decentralization of revenue from land use rights auctions to communes and districts has created financial conditions for investment in rural infrastructure.

The third very important factor is that Hanoi has focused on investing in infrastructure and people's lives. The city always prioritizes building a synchronous and modern economic and social infrastructure, while also focusing on improving the material and spiritual life of the people. In addition, it focuses on developing concentrated agricultural production areas, applying high technology, value chains, and OCOP products. At the same time, paying attention to developing rural industries, eco-tourism services, rural tourism, and environmental protection has contributed to creating a green, clean, and beautiful rural appearance.

In the process of implementing tasks and movements, the role of the people is always placed at the center by localities with the motto "people know, people discuss, people do, people check, people benefit". All rural people are involved from the planning and monitoring stages to contributing ideas and resources. This consensus has created a vibrant and widespread NTM movement in the city, creating endogenous strength and important resources to quickly complete the NTM criteria.

According to Deputy Director of Hanoi Department of Agriculture and Environment Nguyen Dinh Hoa, these experiences not only help Hanoi achieve the NTM target, but also create a solid foundation to continue improving the quality of criteria in the next phase.

Developing in the direction of "green - harmony - sustainability"

In the process of building new rural areas, Hanoi City has always firmly maintained the viewpoint of developing in the direction of "green - harmony - sustainability", taking rural areas as the foundation, urban areas as the driving force, heritage as the identity, culture as the core, and people as the subject.

In the new period, Hanoi focuses on developing ecological agriculture and circular economy. Specifically: promoting the application of high technology, organic agriculture, and green production models, reducing greenhouse gas emissions, in line with the Strategy for Sustainable Agricultural and Rural Development for the period 2021 - 2030, vision 2050 (Decision 150/QD-TTg). Developing specialized areas for strategic agricultural production (high-quality rice, tropical fruit trees) and linking value chains with businesses to increase added value. Promoting circular economy in agriculture, such as reusing agricultural by-products, developing organic livestock, and effective waste management to protect the rural environment.

Focus on building advanced and smart new rural areas. In particular, continue to improve the quality of new rural criteria, link new rural construction with ecological environment protection; strive to complete and exceed the targets assigned by the Central Government by 2030. Apply digital transformation in agricultural management and production, such as using information technology to monitor, operate, and connect agricultural product markets through e-commerce. Build smart rural models, integrate digital technology to improve management efficiency and quality of public services, narrow the gap with urban areas.

The biggest goal of the new rural construction program is to improve people's lives, therefore, Hanoi will focus on developing the rural economy, including enhancing training, improving farmers' qualifications, and shifting the labor structure from agriculture to non-agriculture to diversify livelihoods and sustainably reduce poverty.

Attracting investment from businesses in rural industries, such as agricultural processing, handicrafts, and tourism services, to create jobs and increase income for people. At the same time, promoting national cultural identity, preserving traditional craft villages, and organizing rural tourism experiences to enhance cultural and economic values. "We will encourage cultural activities, traditional festivals, and develop craft villages associated with tourism, contributing to enriching the spiritual life of the people" - Deputy Director of the Department of Agriculture and Environment Nguyen Dinh Hoa affirmed.
