Building a model ward in Nghi Son town

Nghi Son Town People's Committee has been mobilizing the entire political system and assigning tasks to each department and office to guide the construction of model communes and wards. The town's goal is to successfully build 2 model wards (Tan Dan and Hai Linh) in 2024. By 2025, 4 more wards, namely Hai Chau, Hai Hoa, Binh Minh and Hai Ninh, will become model wards.

Tan Dan Ward has completed 8 model criteria.

Located in the North of the town, Tan Dan ward has a convenient transportation system with many projects under implementation. In recent years, the local political, economic and social situation has developed stably, people's lives have been constantly improved, with an average income per capita in 2023 of 60 million VND.

The peach growing model in Ho Trung residential group, Tan Dan ward brings high income, contributes to improving people's lives and creates more jobs for workers.

In particular, after the New Rural Construction movement, civilized urban areas have changed the appearance of the homeland as well as the material and spiritual life of the people. Chairman of Tan Dan Ward People's Committee Lam Ngoc Duy said: "To implement the goal of building a model ward from 2021, the Party Committee, government and Fatherland Front of the ward have carried out propaganda and mobilization work, clearly stating the purpose and meaning of the criteria for building a model ward. Along with that, the locality also launched emulation movements to build model residential groups and wards, modern, bright, green, clean and beautiful, towards building a green and smart urban area to agencies, units, enterprises, residential groups, cadres, party members and people to know and compete to implement together".

The local government continues to promote and encourage people to keep the streets clean and beautiful.

Starting to implement, Tan Dan ward has focused on and closely followed 8 model criteria according to Decision 09/2019/QD-UBND of the Provincial People's Committee. Regarding the poverty reduction criteria, responding to the movement "The whole country joins hands for the poor, leaving no one behind", the Ward People's Committee has developed a plan to implement poverty and near-poverty eradication work; at the same time, mobilizing resources to implement poverty reduction livelihood projects, with a capital of 220 million VND. Up to now, the rate of people in working age with jobs has reached 98%; of which, the rate of trained workers has reached 78%.

The OCOP product "Ngoc Hoan strawberry wine and Ngoc Hoan fruit juice" of Hoan Ngoc Transport Company Limited located in Hai Linh ward is creating a foothold in the domestic market, aiming for export.

The ward's administrative reform work always ranks at the top of the town. The Party Committee, People's Council, and People's Committee of the ward identify this as a breakthrough in improving the effectiveness and efficiency of State management. The unit has directed the construction of a model of "Friendly Government, serving the People"; rectifying civil servants to well implement the contents of "5 know", "3 no", "4 show". Up to now, 26 fields with 186 administrative procedures have been publicly listed and resolved promptly, over 90% before the deadline.

In particular, many "model models" implemented by the Fatherland Front, Women's Union, Farmers' Association, Veterans' Association, Youth Union, Ward Police, and Ward People's Committee have brought about important results contributing to the completion of 8 model criteria. Typically, the Fatherland Front with 2 environmental self-management models in Ho Thinh and Minh Son residential areas, 1 self-management residential area model on security and order in Ho Trung residential area. In particular, in 2022 and 2023, the Ward Fatherland Front actively mobilized people to participate in donating land to expand traffic routes. 24 households participated in donating 1,500m2 of land to expand the road from Ho Trung to Highway 512. The unit also coordinated with member organizations to mobilize people to socialize the construction of model roads associated with the movement to build "model residential groups and wards".

Resort tourism models with synchronous facilities are encouraged to develop to promote tourism strengths in Hai Linh ward.

Or the Ward Women's Union has been successful with the models "Building a new-age Tan Dan woman, patriotic, benevolent, self-reliant, self-reliant, aspiring to rise up" associated with studying and following Ho Chi Minh's ideology, morality and style; implementing the campaign "Building a family of 5 no, 3 clean", the works "Millions of gifts, sharing love"; "Tet tree planting - forever grateful to Uncle Ho"; model activities "Turning waste into money", model "Clean house, clean alley, clean road"...; Youth Union with the small plan model "Red scarf house"; model of Veterans Association taking on self-managed road, clean garden, beautiful house; Ward Police with the model "Surveillance camera associated with security and order assurance". From the low starting point of a young ward, up to now, Tan Dan ward has completed 8 exemplary criteria.

Sports and physical exercise movement, improving spirit and health spread throughout residential groups.

Similarly, to build a model ward, the Hai Linh Ward Party Executive Committee has issued specialized resolutions and action plans and programs, and established committees to build model titles in residential groups. The committees have reviewed, compiled statistics, and developed specific implementation plans; and organized Party cell conferences to build resolutions and People's conferences for Party members and People to contribute opinions and discuss plans to implement the criteria...

According to Chairman of the People's Committee of Le Ba Hai Ward, the criteria for model wards of Hai Linh have achieved positive changes. Currently, the number of working-age workers in the ward is 3,556/3,672, reaching nearly 97%; all schools meet national standards; the rate of trained workers is 75%; the rate of people participating in health insurance is over 97%. The People's Committee of the ward has implemented public, transparent, and complete administrative procedures, resolved administrative procedures for organizations, individuals, and citizens in accordance with the process; and has a typical model of administrative procedure reform. Notably, in the past 3 years, the ward has continuously achieved the title of "Safe in security and order"; 9/10 agencies and residential groups have been recognized as meeting cultural standards; 5/7 residential groups were recognized as “Model residential groups”, with increasingly green, clean, and beautiful residential landscapes and environmental sanitation; security and order ensured. In particular, the ward has been doing well in promoting the role of the neighborhood in mobilizing social resources to supplement institutions, renovate the landscape of cultural houses, streets, etc.

Vice Chairman of Nghi Son Town People's Committee Mai Sy Lan said: "Along with the direction work, the Town People's Committee has assigned departments and offices to guide and support the wards to review, supplement and complete the criteria; at the same time, remove obstacles and difficulties. We also directed the wards to organize and launch peak emulation campaigns, focus on propaganda and mobilization to build extensive movements to promote the strength, solidarity and the role of each citizen. The goal of successfully building model wards in Tan Dan and Hai Linh wards this year is to improve the quality of people's lives, make the face of the ward, each residential group and agencies and units bright - green - clean - beautiful - safe - civilized, with exemplary people. These are also model points, "nuclei" for the town to evaluate, learn from experience and replicate, creating an important foundation towards building a model town in the near future".
