Faced with that situation, Minister of Health Dao Hong Lan has just issued Directive No. 07-CT/BYT on strengthening management and improving the quality of medical examination and treatment.
According to the directive, the Department of Health of provinces and cities must step up propaganda and guidance on the correct implementation of legal regulations, professional regulations, and technical procedures; publicize the list of licensed medical examination and treatment facilities, scope of professional activities, list of practitioners, and service prices so that people can clearly understand and monitor. Localities need to strengthen management of the issuance, renewal, and adjustment of practice licenses; and suspend and revoke licenses when there are violations.
The Ministry of Health requires localities to focus on inspecting, examining, and closely monitoring the activities of medical establishments; strictly handling and publicizing establishments that violate the law. In particular, for hospitals, it is necessary to focus on educating medical ethics, raising awareness of law compliance, and strictly implementing professional and internal regulations.
According to the Ministry of Health, the recent situation of private clinics operating illegally, lacking in facilities, equipment, and human resources; and the act of hiring others to register their operations. Some beauty establishments and establishments with foreign elements also violate the law by providing services outside the scope of their licenses, advertising falsely, and using the names of foreign doctors and experts of unknown origin to deceive patients.
The Ministry of Health affirmed that it will coordinate with localities to inspect, strictly handle and publicize violations to rectify medical examination and treatment activities, ensuring the rights and safety of the people.
