Accordingly, the purpose of Plan No. 64/KH-UBND is to effectively organize the implementation of Resolution No. 45/2024/NQ-HDND dated July 11, 2024 of the Provincial People's Council stipulating a number of policies to support workers going to work abroad and students participating in training cooperation programs between vocational training institutions in the province and foreign universities and colleges in the period 2024-2026 in Yen Bai province and the Project to send Yen Bai workers to work abroad in the period 2024-2030 in 2025.

Organize the implementation of policies to support workers going to work abroad in order to increase the number of workers going to work abroad, improve the quality and efficiency of sending workers to work abroad, contribute to job creation, improve labor quality, shift labor structure, sustainably reduce poverty, increase income for workers, especially workers from poor households, near-poor households, ethnic minority workers, workers in difficult circumstances, contribute to socio -economic development in the province.

The specific target is to strive by 2025 for the whole province to send 1,200 people to work abroad under long-term contracts (from 1 year or more) and short-term contracts (less than 1 year), students participating in training cooperation programs, including 500 demobilized soldiers, specifically: Support workers to work abroad under long-term contracts (from 1 year or more) is 810 people; Support workers to work abroad under short-term contracts (less than 1 year) under cooperation programs between localities is 360 people; Support students to exchange under training cooperation programs between public vocational training institutions in the province and foreign colleges and universities is 30 people.

By 2025, colleges, intermediate schools, vocational education and continuing education centers will be responsible for coordinating with districts, towns and cities to provide vocational training combined with foreign language training, creating a source of sending workers to work abroad for at least 1,000 workers, including about 500 demobilized soldiers (the target for colleges and intermediate schools is 900 people, the target for vocational education and continuing education centers is 100 people).

Plan No. 64/KH-UBND sets out the main activities and tasks: Strengthening the leadership and direction of Party committees and authorities at all levels; the role and responsibility of the political system and all classes of people in the work of sending workers to work abroad.
