At around 7:30 a.m. on October 1, Mr. Phan Van Thanh, Mr. Nguyen Van Doan, Deputy Head of the hamlet, and Mr. Nguyen Van Dung, a local resident, were mobilized to patrol the flooded residential road through the fields of Xuan Ha 1 hamlet when they discovered three children, Duong The Anh, born in 2010; Duong Van Bang, born in 2012, and Duong Gia Huy, born in 2013, all residing in Thuong Vu 1 hamlet, Thanh Cong commune, showing signs of drowning.
As soon as he discovered the incident, Mr. Phan Van Thanh called for help and jumped into the flood water to bring Bang and Huy to shore. Mr. Dung and Mr. Doan jumped in to rescue and help bring Huy and Bang to shore safely.
When the two children were safe, Mr. Thanh continued to swim back to save The Anh. When he brought The Anh closer to shore, Mr. Thanh was exhausted and sank into the water. The Anh was brought safely to shore by Mr. Dung and Mr. Doan.
As soon as they brought Thế Anh safely to shore, Mr. Dũng and Mr. Đoan continued to swim out to save Mr. Thành, but because the flood was big, deep and the current was strong, Mr. Thành was swept away. Unable to save Mr. Thành, Mr. Dũng and Mr. Đoan informed the People's Committee of Thành Công commune to mobilize forces to search for Mr. Thành.
Immediately after receiving the news, the local authorities and the Thanh Cong Commune Civil Defense Command mobilized police, militia, security forces at the grassroots level, and local people to go to the scene to search. At 9:00 a.m. the same day, Mr. Thanh's body was found and brought home with his family to prepare for the funeral.
On the afternoon of October 1, Vice Chairwoman of the Thai Nguyen Provincial People's Committee Nguyen Thi Loan and leaders of several departments and branches visited, expressed condolences, admiration, and encouraged Mr. Phan Van Thanh's family to overcome grief and loss; awarded a Certificate of Merit from the Chairman of the Thai Nguyen Provincial People's Committee to posthumously award Mr. Phan Van Thanh; awarded a Certificate of Merit from the Chairman of the Provincial People's Committee to Mr. Nguyen Van Dung and Mr. Nguyen Van Doan for their bravery, not afraid of danger, jumping into the floodwaters to save people.
Vice Chairwoman of the People's Committee of Thai Nguyen province Nguyen Thi Loan requested local authorities to continue to care for, encourage and support Mr. Phan Van Thanh's family both materially and spiritually; local authorities and relevant units urgently complete the dossier to posthumously award Mr. Thanh with various forms of commendation.
