According to the reporter's investigation, by January 22, there were 3 district-level party committees in the province that had completed the organization of party cell congresses under the grassroots party committees: Chi Linh City, Kinh Mon Town and Gia Loc District. Chi Linh City Party Committee was the locality that completed it the earliest (from December 2025).

In the remaining Party Committees, the rate of Party cells directly under the grassroots Party Committees completing their congresses is from 40 to 98%. Of which, the Party Committees of Cam Giang, Binh Giang, and Thanh Mien have the rate of Party cells directly under the grassroots Party Committees completing their congresses reaching 70% or more. These Party Committees strive to complete their Party cell congresses in February 2025.

The remaining places will complete the Party cell congresses on time, in the first quarter of 2025.
