Implementing the Prime Minister's Official Dispatch No. 178/CD-TTg dated September 29, 2025 and Official Dispatch No. 7430/CD-BCT dated September 30, 2025 of the Ministry of Industry and Trade on focusing on responding to and overcoming the consequences of storm No. 10 as well as post-storm floods, to ensure safety of life, limit property damage, soon restore production and stabilize life, EVN requests units to urgently and seriously implement the relevant instructions in the two above-mentioned official dispatches, and at the same time continue to implement Directive No. 07/CT-BCT dated March 20, 2025 of the Ministry of Industry and Trade and Directive No. 1777/CT-EVN dated March 21, 2025 of the Group on natural disaster prevention and search and rescue, as well as previous official dispatches on implementing response to storm No. 10.
Hydropower units are required to monitor and collect information on hydrometeorology, proactively inform, propose and advise the National Civil Defense Steering Committee, the Ministry of Agriculture and Environment, and local Civil Defense Command Committees on reservoir flood discharge management according to inter-reservoir or single-reservoir procedures, and at the same time operate reservoirs in accordance with the Reservoir Operation and Regulation Procedure approved by competent authorities.
In particular, Son La Hydropower Company proactively reported to the Minister of Agriculture and Environment and the Head of the National Civil Defense Steering Committee to be allowed to use the normal water level capacity to the maximum designed water level to cut floods for downstream.
The Power Corporations focus all resources on overcoming the consequences of storm No. 10 and restoring power supply as quickly as possible to affected customers, while absolutely ensuring safety during the handling process. The units must also update reports and complete data on the SMIS software before 07:00, 13:00 and 19:00 every day. The leaders of the Corporations and units are responsible for the accuracy and timeliness of the reported information and data.
Telegram No. 6296/CD-EVN emphasized the need to maintain a serious on-duty regime, mobilize maximum human resources and means, and closely coordinate with the government and relevant agencies to promptly overcome damage caused by storm No. 10 and post-storm circulation, ensure the safety of the power system and stabilize power supply for daily life and production.
