Specifically, on the left dike of the Cau from K2+00 to K54+050, through the communes of Hop Thinh, Xuan Cam, Van Ha ward, there were incidents of eroding, seepage, and landslides; Duong Duc pumping station (My Thai commune) had its factory flooded. The right dike of the Cau with the Dau Han dike (Kinh Bac ward) had an overflow incident.
The Thuong Huu dike line, from K0+00 to K35+045, through the communes and wards of Phuc Hoa, Tan Yen, Da Mai, and Tien Phong, experienced overflow, efflorescence, and landslides on the dike slope; the section from K2+600 to K16+530 through My Thai, Tan Tien, and Bac Giang wards experienced seepage on the dike slope and foot.
Some dike lines such as: Tan Tien, Duc Tho, Tan Lieu, Phu Khe, My Ha, Tien Luc, Dao My, Nghia Hoa, Nghia Hung, Duong Duc, Lang Son passing through the communes and wards of Tan Tien, Da Mai, My Thai, Tien Luc, Yen Dung, there were overflows and landslides.
At Tam Giang, the section from K13+200 to K13+500 has local overflows, leaks, dike roof seepage and basic seepage along the entire route.
The circulation of storm No. 11 caused prolonged rain and extremely large floods on rivers, causing serious incidents in the dike system in many places in the province, threatening people's lives and property, affecting urban areas, industrial zones, traffic, production and people's lives. In the face of complicated developments, the Chairman of the People's Committee of Bac Ninh province declared an emergency situation, assigning the People's Committees of the communes and wards of Hop Thinh, Xuan Cam, Van Ha, Tam Giang, Yen Phong, Yen Trung, Nhan Hoa, Que Vo, Dao Vien, Kinh Bac, Phuc Hoa, Tan Yen, Da Mai, Tien Phong, Bac Giang, My Thai, Tan Tien, Tien Luc, Yen Dung to preside over and coordinate with relevant agencies and units to organize response according to the "4 on-site" motto.
Mobilize materials, human resources, and equipment to reinforce and handle incidents. For dike overflow incidents on level III - I routes, it is necessary to supplement and raise the dike body to ensure stability. Incidents of eddying and turbid water extrusion require a reverse filter layer; landslides on dike slopes require filling to restore the landslide arc and cover the cracks; culverts and embankments that have been treated need to continue to be monitored.
The Chairman of the Provincial People's Committee assigned the departments and branches: Construction, Provincial Military Command, Provincial Police to coordinate in providing guidance and technical support to the locality. The temporary funding source for handling is taken from the Provincial Disaster Prevention and Control Fund; in the long term, the units will survey, evaluate, and propose solutions for stable handling, ensuring the safety of the dike and irrigation system. The Department of Finance will advise on arranging funding for implementation.
Requesting Bac Ninh Newspaper and Radio and Television to regularly update and warn about dike incidents, helping people proactively prevent and ensure the safety of people and property.
