At the time of the new regulation's implementation, many business households, especially those in rural communes and remote areas, were concerned about the cost of investing in machinery, complicated procedures, difficulty in use and data security. However, thanks to timely support from the Tax Department, they quickly got used to it and appreciated the convenience, and agreed to register for use.
When he learned that he was required to register to use electronic invoices generated from cash registers, Mr. Nguyen Trung Hau, owner of Thanh Nga cosmetics store (Kinh Bac ward), shared: “At first, I was worried about the cost of investing in machinery, complicated procedures, unfamiliarity with technology, and data security... However, when I started implementing it, I found that the system was quick to install, the cost was reasonable, and technical support was timely. The store conveniently stored documents, customers could easily look up invoices, increasing prestige and professionalism, building trust for customers.”

Ms. Nguyen Thuong Huyen, owner of Pham Sinh Dental Clinic ( Bac Giang Ward) said: "At first, I was very hesitant when I heard the tax officers advocate for installing cash registers, because I was afraid of complications. But when I "got involved", with the enthusiastic support of the tax officers, everything gradually became simpler. Every customer who comes to register for examination and treatment is recorded right on the system, at the end of the day, I just need to open my phone to know the number of customers and revenue."
According to the statistics of Bac Ninh Provincial Tax Department, by the end of August, the whole province had more than 2,700 businesses registered to use electronic invoices generated from cash registers. Of which, nearly 580 business households using the contract method with revenue of 1 billion VND/year or more have used it, accounting for 73% of the households required to comply with Decree No. 70/2025/ND-CP.
The above results were achieved thanks to the Bac Ninh Tax Department promoting propaganda and training; coordinating with technology suppliers to help households install and use integrated sales and electronic invoice software; making declarations and paying taxes directly on invoice software... In particular, the Taxpayer Support Team with more than 30 cadres, youth union members and Tax officials was established, directly going to the grassroots to answer questions and resolve difficulties. This is considered the "key" to help taxpayers resolve initial concerns and seriously apply the new regulations. Ms. Ngo Thi Quyen, Deputy Head of Tax Department 7 said: “From June 1, we have arranged a permanent support team at the headquarters and residential areas, even outside of working hours, to advise taxpayers; provide detailed instructions on the process of using electronic invoices generated from cash registers. Currently, 100% of business households with revenue of over 1 billion VND/year at the management unit have implemented it. In addition, 30 business households with less than 1 billion VND have been encouraged and supported to also implement the process of using electronic invoices generated from cash registers.”
Despite the high rate, in the province, there are still more than 20% of households that are required to use electronic invoices but have not yet used electronic invoices generated from cash registers. The main reason is that household owners do not fully understand the registration process and the responsibility for storing and reporting invoices. Some individuals are elderly and unfamiliar with using software, so they are afraid of making mistakes when having to install and operate the new system. In addition, initial investment costs such as: computers, printers, internet connection, accounting software, invoice software; training or hiring accounting staff are not small expenses. Ms. Nguyen Thi Mai (Bac Giang ward), owner of a business selling worship items and renting performance costumes, shared: “The tax officers were very enthusiastic in giving instructions, but I am old and have difficulty using computers. I am afraid of making mistakes in data, issuing wrong invoices or losing data. If I hire someone to help, the profit will not be much… Therefore, for now, every month I have to ask for support from the tax officers.”
To complete the assigned targets, in the coming time, the provincial Tax Department will continue to directly support taxpayers according to the motto "holding hands and showing work". Organize weekly implementation results to promptly grasp the difficulties and problems of taxpayers to propose appropriate and effective support solutions... Thereby, helping business households to agree and effectively implement Decree No. 70/2025/ND-CP, contributing to building a transparent and modern business environment.
