Hanoi City Tax: Accompanying people in digital transformation

Accompanying the city, the basic tax units under Hanoi City Tax have closely coordinated with local authorities to support people in carrying out this activity.

Regardless of difficulties to support people

Implementing Directive No. 11/CT-UBND, dated July 24, 2025, of the Chairman of Hanoi People's Committee on implementing the campaign "45 days and nights to support digital transformation activities in communes and wards in the initial phase of operating the 2-level local government model" in the city, Hanoi City Tax has directed grassroots tax units to closely coordinate with the People's Committees of wards and communes to establish working groups to support people in digital transformation.

Accordingly, the tax authority and local authorities have agreed on a plan and assigned forces to each residential area. In particular, many digital transformation teams have been established with the active participation of youth union members and tax officials. Tax officers, regardless of difficulties and hardships, volunteer to work outside of office hours, from 5 p.m. to 9 p.m. every day, including Saturdays and Sundays, to directly support people. Hanoi City Tax has assigned tasks to its affiliated units to implement drastically and synchronously, ensuring that 100% of households, business households, and individual businesses in the area are supported to install the electronic tax application (eTax Mobile) and link electronic transaction accounts before October 1, 2025.

For the 13 Hanoi City Tax Departments, the unit is assigned to manage 7 wards including Hoang Mai, Yen So, Dinh Cong, Hoang Liet, Vinh Hung, Tuong Mai and Linh Nam, with nearly 135,000 taxpayers needing support in a short time. This is a big challenge, but also a motivation for the collective of tax officers and the People's Committees of the wards to act together. The 13 Hanoi City Tax Departments proactively issued an official dispatch, coordinated with the People's Committees of the wards to establish 7 digital transformation teams, mobilized hundreds of tax officers, neighborhood leaders and youth union members to directly participate in guiding and installing the eTax Mobile application for each resident. With the motto "can't work all day, work all night", the digital transformation teams have divided into many small groups, down to each residential area, implementing installation support in the evenings, holidays and weekends at cultural houses. In just the first two days of the campaign, 1,978 tax codes were successfully installed, creating a vibrant atmosphere and spreading the spirit of digital transformation in the community. In particular, leaders of the 13 Tax Departments and leaders of the People's Committees of the wards directly went to the grassroots level, together with officials and people to carry out the installation, demonstrating their determination to accompany and support to the end.

The 13 Hanoi city tax agencies strive to complete 100% of the eTax Mobile application installation target before October 1, 2025, contributing significantly to the overall success of the campaign, towards a modern, transparent administration for the people and businesses.

A solid foundation for a new journey

With the spirit that digital transformation is no longer a trend but an inevitable requirement for development, Hanoi City's 15th Base Tax officially launched the campaign at the Base Tax headquarters and in 5 wards: Ha Dong, Duong Noi, Yen Nghia, Phu Luong, Kien Hung. In the first week of implementing the campaign, Hanoi's 15th Base Tax assigned groups responsible for supporting digital transformation for business households and individuals in the wards. During the initial implementation period, the campaign received and supported hundreds of requests for advice on installing eTax Mobile, looking up tax obligations, tax debts, how to pay taxes via the application...

The unit closely coordinates with the People's Committees of wards to establish working groups to directly guide individuals and business households in each ward with the goal of increasing support for taxpayers to access and use electronic tax services such as eTax Mobile; promoting support for individuals and business households in applying digital technology to tax declaration, payment, and tax obligation lookup.

In parallel with the deployment in 5 wards, the 15 Hanoi Tax Departments maintain direct support for taxpayers at the agency headquarters. Here, officers and civil servants are always ready and proactive in receiving and handling any problems arising during the process of installing the eTax Mobile application, paying electronic taxes, accessing the Public Service Portal... All difficulties and questions of taxpayers are answered promptly, clearly and effectively.

Other local Tax Authorities also closely coordinate with the People's Committees of communes and wards to directly guide individuals and business households in the area to access and use electronic tax services with the highest determination...

With the spirit of "Accompanying - supporting - for people's satisfaction", the team of Hanoi City Tax officers has become "digital transformation propagandists", bringing online public services to every household, helping to reduce time, costs and risks in the process of fulfilling tax obligations. The support work not only helps people quickly access electronic tax services but also spreads the spirit of digital transformation, creating closeness and connection between tax officers and the people. The 45-day journey is just the beginning, but is a solid foundation for the comprehensive, long-term digital transformation journey of the Tax sector.
