Bac Ninh implements the Science and Technology Market Development Program to 2030

DNVN - Vice Chairman of Bac Ninh Provincial People's Committee Ngo Tan Phuong has just signed Plan No. 110/KH-UBND to implement the Program for developing the science and technology market in the province until 2030.

Enhancing the capacity of enterprises to master and innovate technology

The objective of the Plan is to effectively implement Decision No. 1158/QD-TTg dated July 13, 2021 of the Prime Minister approving the National Science and Technology Market Development Program to 2030 in accordance with the actual conditions of Bac Ninh province; promote all resources, closely coordinate and synchronize between levels and sectors in implementation;

Strive to achieve the intellectual property transaction rate of over 20% by 2030, the imported technology transaction rate of 35%. The annual transaction value of science and technology goods increases sharply, reaching an average of about 30%, mainly focusing on a number of key fields and industries of the province and export products. The technology transaction rate from research institutes and universities reaches over 40% of the total technology transaction of domestic origin. Form and develop an intermediary organization of the science and technology market and establish a technology and equipment exchange in Bac Ninh province.

To complete the goal, the Plan sets out 7 groups of tasks and solutions including: Perfecting the legal environment to support the development of the science and technology market; promoting transactions of science and technology goods in the province according to the provisions of law, improving the capacity of enterprises to absorb, master and innovate technology; implementing technology transfer, importing and decoding high technology, advanced technology and clean technology; developing intermediary organizations of the science and technology market; supporting enterprises, organizations and individuals with new technology; strengthening training, fostering human resources, communication and international integration in the science and technology market; building and connecting databases and integrated technical platforms for common use in the science and technology market.

Vice Chairman of the Provincial People's Committee Ngo Tan Phuong assigned the Department of Science and Technology as the presiding agency, based on the actual situation and annual allocated budget, to synthesize the budget content of the tasks of developing the science and technology market. Preside and coordinate with relevant departments, branches, localities and units to organize inspection and supervision of implementation; synthesize and report to the Provincial People's Committee and the Ministry of Science and Technology according to regulations.

Departments, branches, sectors; People's Committees of communes and wards, based on their functions, tasks and powers, coordinate with the Department of Science and Technology to organize the implementation of the Plan; deploy connections with enterprises within the scope of industry, field and local management to collect technology needs and intellectual property transfer needs to provide to the Department of Science and Technology, promptly develop appropriate support tasks.
