The success of the 1st Congress of the Da Nang City Party Committee, term 2025-2030, has set many important goals and orientations for the city's future development.

Immediately after the Congress, the Party Committee, government and people of Da Nang joined hands, united in their determination to build a civilized, modern city with a high quality of life, becoming a growth pole of Vietnam, and entering a new era of national development with the whole country.

Lesson 1: Building a strong government apparatus as a foundation

The 1st Congress of the Da Nang City Party Committee set an important goal: "Continue to perfect the Party's organizational structure and streamlined political system, operate effectively and efficiently, associated with streamlining the payroll...". The work of building the Party and government apparatus is identified as the foundation and key to successfully implementing the goals and orientations for local socio -economic and political development.

Strengthening Party building work in both quality and quantity

After the merger, the Da Nang City Party Committee has 97 affiliated Party Committees (including 93 ward and commune Party Committees and 4 superior Party Committees directly organizing Party bases) and the Hoang Sa Special Zone Party Cell with 138,965 Party members.

Among them, there are 840 grassroots Party organizations; 3,559 Party cells directly under the Party Committees of communes and wards; 14 Party units and 1,228 Party cells directly under the grassroots Party Committees. The Resolution of the 1st Congress of the Party Committee sets the target that in the 2025-2030 term, the annual rate of new Party members will reach 3-4% of the total number of Party members; over 90% of grassroots Party organizations and Party members will be evaluated and classified as having completed their tasks well or better.

To achieve that goal, the City Party Committee needs to do a good job of building grassroots Party organizations and improving the quality of Party members.

Head of the Organizing Committee of the Da Nang City Party Committee Doan Duy Tan stated that our country is in a period of comprehensively promoting the work of restructuring the organization and apparatus, requiring the City Party Committee to continue to concentrate its intelligence, innovate methods, and improve the Party's leadership capacity over the political system.

This is an important task. Party committees and organizations at all levels must be proactive, positive, have high political determination, and constantly innovate to meet the requirements of the city's development in the period of international integration.

In the coming term, the City Party Committee will continue to improve the quality of issuing resolutions and directives, ensuring they are concise, focused, practical, and suitable for Party organizations in wards and communes in the center, plains, mountainous and island areas, remote and isolated areas. The Party Committee will strongly apply information technology in leadership, administration, and synchronously deploy online management and direction systems; build a unified database.

Chief of the Office of the Da Nang City Party Committee Tran Thang Loi said that currently, about 50% of officials in charge of digital transformation of agencies, localities, Party units, the Fatherland Front, and socio-political organizations do not have professional qualifications in information technology.

Therefore, the city needs to soon arrange staff, job positions and specialized human resources for digital transformation for localities and units. In addition, localities continue to review, select and train core staff on digital transformation, who are "digital nuclei" with innovative thinking, trained in management skills, data processing, and effective implementation capacity.

In the coming term, Party work must be promoted in the direction of digital transformation. The City Party Committee Office will soon deploy the Paperless Meeting Room Software to transform the direction and operation of the City Party Committee, the Standing Committee of the City Party Committee, and the Standing Committee of the Da Nang City Party Committee into a digital environment.

At the same time, the unit will deploy the City Party Committee's work progress monitoring software to evaluate and urge the tasks assigned by the City Party Committee, the City Party Committee Standing Committee, and the Standing Committee of the City Party Committee to Party committees at all levels, Party organizations, localities, and units to perform...

Perfecting the two-level local government model

Since July 1, Da Nang has focused on implementing a two-level local government, promoting administrative reform with the goal of reducing time and saving costs for people when doing administrative procedures.

Coming to do land procedures at the Tam Ky Ward Public Administration Service Center, Mr. Le Dinh Nhan (Tam Ky Ward) said: “Current administrative procedures have been digitized and there are instructions for preparing documents online. Before coming to the ward, I registered, got an online number by phone, prepared documents according to the instructions, so when I came to do the procedures, it was very quick. Promoting the application of digital technology helps both people and officials save time and effort.”

The Resolution of the 1st Congress of the Da Nang City Party Committee has determined the goal of continuing to perfect the 2-level local government model to improve the quality of service to the people. This includes clearly defining the responsibilities and powers between the city and commune levels; relevant parties strengthen inspection and supervision according to the motto "locality decides, locality acts, locality is responsible".

Agreeing with this view, Party Secretary and Chairman of Hoi An Ward People's Council Nguyen Duc Binh proposed that Da Nang City strengthen decentralization and authorization for wards in heritage management; especially in the approval process, supervision and implementation of restoration and repair activities of small and medium-scale relics.

The city authorizes the ward to directly manage some revenue sources from heritage such as entrance tickets and service fees in the old quarter so that the locality can proactively arrange expenses for maintenance, repair and cultural-tourism activities associated with heritage.

Mr. Nguyen Duc Binh said that decentralization and reasonable authorization will help increase flexibility, shorten work processing time, promote the responsibility of local authorities and communities; at the same time, create conditions for Hoi An to quickly respond to conservation challenges in the context of tourism development and climate change.

According to Director of the Department of Home Affairs of Da Nang City Phan Van Binh, administrative reform has always been identified by the city as one of the key and continuous tasks, closely linked to the cause of innovation and building a modern urban government "centered on people and businesses".

The city has announced and publicized administrative decisions and procedures for 2,291 administrative procedures, standardized and provided online public services for 2,177 administrative procedures on the National Public Service Portal; of which, 836 full-process online public services are provided.

The locality has completed the deployment of basic systems and databases to serve the direction, administration and operation of the two-level local government apparatus; established and provided user accounts for officials and civil servants on shared systems; changed about 3,000 official digital signatures; completed the administrative reform monitoring system for 100% of agencies, units and localities...

The Department of Home Affairs continues to advise the city to effectively deploy the application of electronic personnel, civil servant and public employee records management software associated with performance evaluation through software; pilot research on the application of artificial intelligence (AI) in personnel, civil servant and public employee management. The Department continues to thoroughly grasp and stipulate that in the coming time, civil servants and public employees must be proficient in using digital signatures; receive, process and circulate documents entirely in the electronic environment.
