Promulgating the Working Regulations of the Hanoi City People's Committee

According to the Regulations, the City People's Committee operates under a regime that combines the powers and responsibilities of the City People's Committee as a whole with the powers and individual responsibilities of the Chairman of the City People's Committee and each individual member of the City People's Committee. All activities of the City People's Committee and members of the City People's Committee must ensure the leadership of the Party, comply with the provisions of the Constitution and laws, the direction and administration of the Government, the Prime Minister , and the supervision of the City People's Council.

At the same time, promote personal responsibility and set an example for members of the City People's Committee, heads of departments, branches, sectors, People's Committees of districts, towns. Each task is assigned to only one person to preside over and take responsibility. In case the task is assigned to a department, branch, agency, People's Committee of a district, town, the head of the department, branch, agency, Chairman of the People's Committee of the district, town, town shall take responsibility.

Proactively resolve work within the assigned authority, in accordance with the order, procedures, and deadlines for resolving work as prescribed by law and the Working Regulations of the City People's Committee. Ensure coordination requirements, information exchange in resolution, and promote unity in all activities according to the functions, tasks, and powers prescribed by law.

Implement assignment, decentralization, and authorization according to the provisions of law, assign specific responsibilities to individuals in conjunction with strengthening supervision, inspection, and control of power, ensuring unified management of the City People's Committee; at the same time, promote the initiative, responsibility, and creativity of departments, branches, agencies, and localities in performing assigned tasks.

Strictly implement discipline and administrative order; subordinates strictly comply with the leadership, direction and assignment of superiors.

Publicity, transparency, innovation and modernization, improving the efficiency and effectiveness of the City People's Committee, departments, branches, agencies and localities; strongly promoting the digital transformation process; implementing a unified, smooth, continuous, democratic, professional, modern, honest, people-serving and people-supervised administration.
