Ensure financial support policies and regimes for ethnic boarding school students

On the morning of September 19, the working delegation of the Provincial People's Council's Ethnic Committee, led by Standing Member and Head of the Provincial People's Council's Ethnic Committee Do Thi Nhu Tinh, conducted a survey on the organization, operation and implementation results of financial support policies and regimes for students at Dam San Ethnic Boarding High School (Ea Drong commune) in the 2023-2024 and 2024-2025 school years.

Dam San Ethnic Minority Boarding High School is a specialized public high school in the national education system, established in 2022. The total number of managers, teachers and staff is 52 people. In the 2025-2026 school year, the school has 622 students (18 classes), of which 18 are Kinh students, the rest are ethnic minorities.

According to the school's report, the implementation of financial support policies and regimes for students at the school in recent school years has been complete and timely. The care, nurturing and management of students have been carried out in accordance with regulations.

Of which, for the 2023-2024 school year, the total budget allocated is over 6.1 billion VND and for the 2024-2025 school year, the total budget allocated is nearly 11.8 billion VND. With the budget allocated for the two school years above, the school has disbursed and settled the correct and sufficient policies to support scholarships and policies for ethnic boarding students, helping students to enjoy peace of mind in their studies and reduce the burden on their families.

In addition, students can participate in cultural, physical education and sports activities to improve their health; go on field trips and experience learning to help them learn new knowledge.

At the meeting, the school also raised a number of difficulties and problems such as: Currently, the unit has not been granted additional funding to pay for the policies of boarding students and the policy levels for educational institutions according to Decree No. 66/2025/ND-CP; lack of human resources for management and teaching (1 Vice Principal, 11 teachers, 13 staff); the school's 2025 budget for professional and technical contracts according to Decree 111 is being temporarily assigned by the Department of Finance, so the school does not have a basis to sign contracts and arrange adequate staff.

Accordingly, the school leaders proposed to the working group a number of contents: Issue additional support policies for ethnic minority boarding students in the province in addition to the Government 's regulations, especially financial support for reviewing for the high school graduation exam; guide the implementation of policies according to Decree No. 66/2025/ND-CP as a basis for boarding schools to implement. The Department of Education and Training approves the Job Position Project or decides to assign contract targets according to Decree 111 so that the Department of Finance can allocate funds for professional and technical contracts; arrange enough staff according to the norms; increase and supplement equipment and supplies to meet the requirements of general education innovation.

Speaking at the meeting, Head of the Ethnic Affairs Committee of the Provincial People's Council Do Thi Nhu Tinh acknowledged the school's efforts in implementing policies, contributing to improving the quality of education and creating the best learning environment for students. She requested the school to proactively overcome shortcomings and limitations, while continuing to improve the quality of management, teaching and nurturing students; closely coordinate with relevant agencies to ensure resources, promptly and fully implement policies and regimes; pay attention to providing practical support to students in difficult circumstances, so that they can study and practice with peace of mind.

Regarding the school's recommendations on facilities and policies for contract staff and service staff, members of the Working Group discussed and answered; at the same time, recorded and summarized them to report and propose to competent authorities for consideration and resolution as soon as possible.
