In practice, after many efforts to innovate, our country's health sector has achieved many important achievements, but still faces many challenges, such as rapidly shifting disease patterns with a heavy burden of non-communicable diseases, hospital overload, shortage of medical human resources in many localities, inadequacies in financial mechanisms, and the prolonged impact of epidemics and climate change. In that context, Resolution No. 72-NQ/TW is expected to be a breakthrough to remove bottlenecks, opening up a new direction for the health sector.
The important highlight of the resolution is the synchronization between the goal of universal health care and fundamental solutions: building a fair, effective and modern health system; improving the capacity of preventive medicine and primary health care; promoting digital transformation in management and service provision; innovating financial mechanisms; focusing on remuneration policies and developing the health workforce - the core force of the system. These are key pillars to ensure sustainable development of the health sector.
Society expects this resolution to create a strong change from prevention to treatment, from system administration to human resource development. New mechanisms and policies will be the driving force for medical staff to work with peace of mind, devote themselves, and contribute to strengthening people's trust in the medical sector. For Resolution No. 72-NQ/TW to truly come into life, the most important thing is the synchronous and drastic participation of the entire political system; the supervision and social criticism of organizations and unions; and above all, the joint efforts and consensus of the entire health sector. Each locality, each hospital, each medical staff is responsible for turning the major orientations of the resolution into specific and practical actions.
