The National Center for Hydro-Meteorological Forecasting said that at 7:00 a.m. on September 25, the storm's center was in Guangdong province, about 100 km from Mong Cai ( Quang Ninh ), with strong winds of level 8, gusting to level 10.
The storm moved westward at a speed of 20 km/h, along the coast of Guangdong province and entered Mong Cai this afternoon with winds of level 7-8, gusting up two levels. After that, it weakened into a tropical depression in the northeast of Quang Ninh province, and by 5:00 p.m. this afternoon, it became a low pressure area in the northeast of the North.
Due to the impact of the storm, from now until the end of the night of September 26, the North, Thanh Hoa and Nghe An will have widespread rain of 100-200 mm, locally over 300 mm, with a risk of urban flooding. In fact, many provinces in the North, including Quang Ninh, Hai Phong, and Hanoi, have had intermittent rain this morning due to the impact of storm Ragasa.
To cope with the storm, today, 6 wards in Quang Ninh province and some communes and wards in Hai Phong have allowed students to stay home from school to avoid the storm.
