Path of storm No. 10 at 5:00 p.m. on September 28

Mr. Hoang Phuc Lam - Deputy Director of the National Center for Hydro-Meteorological Forecasting said that at 5:00 p.m. on September 28, storm No. 10 was at about 17.5 degrees North latitude; 107.6 degrees East longitude, about 110km east of North Quang Tri . Strongest wind: level 12 (118-133km/h), gusting to level 15. Forecast: In the next 3 hours, the storm will move west-northwest, at a speed of about 20-25km/h.

Due to the influence of storm No. 10, at Bac Trach station (Quang Tri), there are strong winds of level 8, gusts of level 10; Hoanh Son station (Ha Tinh) has strong winds of level 7, gusts of level 9; Ky Anh station (Ha Tinh) has strong winds of level 6, gusts of level 8; Dien Chau station (Nghe An) has strong winds of level 8, gusts of level 9; Van Ly station (Ninh Binh) has strong winds of level 7, gusts of level 9; Bai Chay station (Quang Ninh) has strong winds of level 6, gusts of level 8; Hon Ngu station (Nghe An) has strong winds of level 6, gusts of level 9; Con Co station (Quang Tri) has strong winds of level 8, gusts of level 10; Sam Son station (Thanh Hoa) has strong winds of level 6, gusts of level 8; Co To station (Quang Ninh) has strong winds of level 7, gusts of level 9; Bach Long Vi station (Hai Phong) has strong winds of level 8, gusts of level 9.

According to Mr. Hoang Phuc Lam, looking at the forecast image of the trajectory, location and intensity of storm No. 10, at about 1am on September 29, the eye of the storm will hit the shore. Because the area most affected by wind and rain is several hundred kilometers from the eye of the storm, from evening until the end of the night, specifically around 4-5am on September 29, is determined to be the peak time of wind and rain, which is also the most dangerous period.

The key area directly affected this time is the area identified as having level 4 natural disaster risk: Thanh Hoa province - northern Quang Tri.

The localities affected by storm No. 10 will be in order from south to north along with the storm's progress northward. Specifically, Quang Tri - Da Nang provinces, then expanding to Ha Tinh, Nghe An, Thanh Hoa; from midnight to morning, the provinces of the Northern Delta, then the provinces of the midlands and northern mountainous areas. The provinces of the midlands and northern mountainous areas will mainly be affected by heavy rain, the wind will not be strong.

If the storm moves slowly, the duration of strong winds and heavy rains will be longer, so the risk of roofs being blown off, trees being broken, flooding and landslides on land will be longer and more dangerous. In addition, a slow-moving storm also carries the risk of changes in storm structure, trajectory and intensity.

Mr. Hoang Phuc Lam noted that in storm No. 10, the risk of natural disaster level 4 is determined based on the possibility of strong winds of level 10-12 in coastal areas of Thanh Hoa - Northern Quang Tri provinces along with the risk of very heavy rain with rainfall of over 200 mm/3 hours.

Localities should be aware of strong winds of level 10-12, which can cause trees to fall in large numbers, houses - especially non-solid houses - can have their roofs blown off, electric poles broken... causing great damage. Heavy rain can cause urban flooding, flooding of traffic routes in low-lying areas, flash floods and landslides in mountainous areas...

The evening and night of September 28 is the time of strongest winds; the area with the strongest winds is Thanh Hoa to northern Quang Tri. Widespread heavy rain in the North and North Central regions.

Warning of rain and flooding due to the impact of storm No. 10

Regarding the flood situation, in the past 24 hours, the provinces from Thanh Hoa to Quang Ngai have had moderate rain, heavy rain, and some places have had very heavy rain such as: Cam Luong 62.6mm (Thanh Hoa); Yen Thuong 110.2mm (Nghe An); Huong Vinh 173mm (Ha Tinh); Ta Rut 275mm (Quang Tri); Huong Nguyen 490.4mm (Hue City); Que Phuoc 206mm (Da Nang City); Binh Khuong 114.8mm (Quang Ngai).

From the evening of September 28 to the morning of September 29, the area from South Quang Tri to Da Nang City will have moderate to heavy rain with total rainfall of 50-100mm, locally over 150mm. From the evening of September 28 to September 30, in the North, there will be moderate to heavy rain, in some places very heavy rain with total rainfall of 100-250mm, locally over 400mm; in the Northern Delta, Phu Tho, the south of Son La, Lao Cai provinces and the provinces from Thanh Hoa to the north of Quang Tri, there will be heavy to very heavy rain with total rainfall of 200-350mm, locally over 500mm. Warning of the risk of heavy rain (>200mm/3h).

Coastal areas and islands from Hung Yen to Ha Tinh have storm surges of 0.5-1.5m, and Thanh Hoa and Nghe An have 1.0-1.5m. There is a high risk of flooding on the morning of September 29 in low-lying areas, coastal roads, and river mouths due to storm surges, waves, and rain.
