Proposing 18 construction enterprises with the best capacity to build social housing

(Chinhphu.vn) - The Ministry of Construction has just reported to the Government on the selection of 18 construction enterprises with the capacity to build social housing and 15 localities with the greatest demand for social housing nationwide.

The Ministry of Construction proposed 15 localities with the highest demand for social housing in the country including: Ho Chi Minh City, Bac Ninh, Hanoi, Tay Ninh, Dong Nai, Phu Tho, Hung Yen, Hai Phong, Vinh Long, Dak Lak, Da Nang, Nghe An, Thai Nguyen, Ninh Binh, Quang Tri

Implementing the Government 's direction under Official Dispatch No. 9142/VPCP-CN dated September 25, 2025 on strengthening and promoting the development of investment in social housing construction, the Ministry of Construction has sent a document reporting to the Government on the selection of 18 construction enterprises with the capacity to build social housing and 15 localities with the greatest demand for social housing nationwide.

Choose a capable and responsible business

Regarding the selection of enterprises, the Ministry of Construction said it is necessary to select enterprises with capacity, heart, vision, awareness, and responsibility to the people based on the following factors:

Enterprises need to have strong financial capacity, ensuring the ability to mobilize equity capital and credit capital to implement large-scale projects. Selected enterprises need to have experience in implementing social housing projects, worker housing, urban areas, and commercial housing projects with scales ranging from hundreds to thousands of units. At the same time, they need to have a professional management apparatus, a quality management system, progress and labor safety that meets the requirements of construction and housing laws.

Selected enterprises must also demonstrate their dedication, social responsibility and spirit of accompanying the Government in realizing the goal of housing security, and be willing to devote investment resources to the social housing segment - a low-profit sector but with profound political and social significance.

The selection list ensures regional balance, prioritizing businesses with the capacity to deploy in localities with high demand for social housing such as Hanoi, Ho Chi Minh City, Binh Duong, Dong Nai, Bac Ninh, Hai Phong, Quang Ninh, Da Nang,...

Enterprises also need to commit to long-term companionship in social housing development in the period 2025 - 2030. At the same time, they need to be able to create a closed value chain from planning, design, construction, operation to social housing management, ensuring quality and reasonable prices.

Based on the above principles and criteria, the Ministry of Construction proposed 18 enterprises to participate in investing in social housing development to introduce to localities, including: Vingroup Corporation; Sun Group Corporation; Viglacera Company; Housing and Urban Development Investment Corporation (HUD); Hanoi Construction Corporation - JSC (HANCORP); Corporation 319 - Ministry of National Defense; Nam Long Investment Joint Stock Company; Industrial Development and Investment Corporation (Becamex IDC); Vinaconex Joint Stock Corporation (VCG); Thanh An Corporation (Army Corps 11); Truong Son Construction Corporation (Army Corps 12); Kinh Bac Urban Development Corporation (KBC); UDIC Urban Infrastructure Development Investment Corporation; Duc Manh Construction Trading Company Limited; TasecoLand Company; Cat Tuong Joint Stock Company; Thu Do Investment and Trade Joint Stock Company; Construction Corporation No. 1 (CCI).

Pursuant to Decision No. 444/QD-TTg, the Prime Minister assigned the target of completing social housing in 2025 and the following years until 2030 for localities to add to the socio-economic development target, the Ministry of Construction also proposed 15 localities with the highest demand for social housing in the country including: Ho Chi Minh City, Bac Ninh, Hanoi City, Tay Ninh, Dong Nai, Phu Tho, Hung Yen, Hai Phong, Vinh Long, Dak Lak, Da Nang, Nghe An, Thai Nguyen, Ninh Binh, Quang Tri.
