In Ma Lau A village, Lung Cu commune, heavy rain caused a landslide on a part of the mountainside, causing rocks and soil to flow down to the residential area, burying the house of Mr. Vang Cha So. The incident left 4 people in the family missing. Immediately after receiving the information, Tuyen Quang Provincial Police directed officers and soldiers of the Fire Prevention and Rescue Police Department, the Mobile Police Department and Lung Cu Commune Police to be present at the scene to coordinate with the local authorities, border guards and militia to urgently organize the search. At the same time, the local Party Committee, government and the Commune Police force urgently evacuated 10 households with 60 people in the dangerous area to a safe place.
According to VNA reporters in Tuyen Quang, despite the heavy rain and continued landslides, officers and soldiers are still working hard every hour and every minute to rescue victims. Currently, forces are continuing to be on duty at the scene, searching for missing victims due to landslides; placing warning signs, monitoring the development of floods and rains and being ready to respond if bad situations continue to occur. Local authorities advise people not to return to the landslide area on their own to ensure the safety of life and property.
In Chiem Hoa commune, the storm caused a risk of landslides and widespread flooding, forcing 290 households to evacuate to avoid the flood. The People's Committee of Chiem Hoa commune directed the villages to review and count the damage, and advised people not to return to the dangerous areas without permission. The commune police force coordinated with the militia to set up checkpoints, prohibiting people and vehicles from crossing Chiem Hoa bridge from 12 noon on September 30 until further notice.
According to the Civil Defense Command of Tuyen Quang province, as of the evening of September 30, heavy rains and floods have caused a lot of damage to traffic in Tuyen Quang province. Regarding national highways, there are 2 locations of flooding, landslides, traffic jams, and hundreds of cubic meters of landslides and rocks. Damage to local traffic routes includes 66 locations of flooding, landslides, and traffic jams; the length of landslides and damage is 3,637 meters; the volume of landslides and rocks is 7,060 cubic meters; 2 bridges and 1 culvert across the road are damaged. The whole province has 18 irrigation works and 1 clean water work damaged; 9,503 meters of canals and ditches are eroded, washed away, and damaged.
Along with that, 28 electric poles were knocked down and broken. Hundreds of households were flooded and affected by the floods; of which, 9 houses were completely collapsed; 9 schools were deeply flooded; over 1,000 hectares of rice, corn, and crops were damaged. The water level of Lo River and Gam River rose from 3-7m, many low-lying areas along the river were flooded from 3-5m deep, in some places over 7m.
Faced with the complicated developments of the circulation of storm No. 10 (Bualoi) and the opening of 8 bottom spillways at Tuyen Quang Hydropower Reservoir, the People's Committee of Tuyen Quang province requested localities to "proactively prepare the highest response scenarios, absolutely not to be passive or surprised"; at the same time, direct departments, branches and localities to urgently deploy measures to ensure the safety of people and property. Functional forces, Party committees and local authorities need to organize the evacuation of people from high-risk areas; arrange 100% of forces to guard and control landslide and deep-flooded areas; absolutely prevent people and vehicles from passing if safety is not ensured.
Localities must not be negligent or subjective, organize monitoring, updating, grasping the situation, proactively and promptly directing and deploying response measures according to their functions, tasks and authority with the most drastic spirit, proactively responding at the highest level, anticipating the worst-case scenario, not being passive or surprised, putting the goal of ensuring people's safety above all and first.
