
Director of the Department of Construction of Dong Nai province Nguyen Anh Tuan said that social housing is not only a place to live but also has a positive impact in helping stabilize society, promoting the healthy development of the real estate market economy , promoting social equality, creating a foundation for comprehensive human development, in line with the spirit of a rich people and a strong country that our Party is aiming for.
The Prime Minister has approved the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period" and assigned the target of completing housing in 2025 and the following years until 2030 to Dong Nai of 64,690 units.
Currently, Dong Nai has 57 industrial parks (IPs) with a total area of 21,581 hectares, of which 42 IPs are in operation with an area of 14,319 hectares (accounting for 66.35%). The whole province has about 680,000 workers working in IPs, with housing needs of up to nearly 450,000 people.
In addition, the demand for social housing from workers outside industrial parks, civil servants, public employees and other low-income groups increases the total number of people in need of social housing to about 550,000-600,000, equivalent to about 150,000 units.
In recent times, Dong Nai has focused on directing and mobilizing resources to develop social housing, the number of social housing units has increased significantly. The results achieved in the period before 2020 were the completion of 6,000 units, and in the period 2021-2024, only about 2,000 units were completed. Accumulated to August 2025, Dong Nai completed about 12,000 units, meeting the housing needs of 50,000 people (only 9% of the total demand of target groups).

The Director of the Department of Construction of Dong Nai province said that the development of social housing still faces many difficulties. In the 2021-2024 period, only 2,010 units were built, much lower than the target of 18,495 units. Supply is limited, social housing prices are still high compared to the income of beneficiaries; the proportion of land fund for social housing in urban areas is still low.
Compared to commercial housing projects, social housing projects still attract few investors due to unattractive profits while material costs are increasing. There are some limitations in determining the target buyers in terms of income. The location of land for social housing construction is far from the center, making it difficult for investors to sell, rent, or lease-purchase after construction to recover capital...
However, in May 2025, when the National Assembly issued Resolution 201/2025/QH15 and the Government issued Decree 192/2025/ND-CP, legal barriers were removed.
Thanks to this Resolution of the National Assembly, in September 2025, Dong Nai issued 10 decisions to assign investment in social housing projects, with more than 11,000 units, of which 7 projects have started and are expected to be completed in the period of 2026-2029.

Director of the Department of Construction Nguyen Anh Tuan emphasized that the development of social housing requires the participation and determination of the entire political system, and is the responsibility, obligation, and ethics of state managers, businesses, and society. Continuing to enhance the role of the State in planning and allocating land funds is decisive. In addition, businesses need to consider labor as an asset, linking investment in construction and development of social housing with their sustainable development strategy.
Developing social housing is an urgent task that must be carried out synchronously and in harmony with the interests of the state, enterprises, and people. Continue to encourage socialization, prioritize investors with effective plans; at the same time, diversify the model of social housing development, ensure harmony of interests, and set the goal of developing modern, synchronous social housing. In the period of 2025-2030, Dong Nai strives to complete 65,000 social housing units.

To date, Dong Nai has approved the investment policy of 37 projects with a scale of 38,000 units. To reach the target of 65,000 units, it is necessary to approve an additional 27,000 units, starting construction in 2027-2028 for completion in 2030.
Regarding land fund, Dong Nai has allocated about 1,195 hectares (765 hectares for independent social housing projects and 430 hectares of land fund (20%) from commercial projects). Thus, there is basically enough land fund but it is necessary to continue reviewing and selecting favorable locations, especially in urban areas, to build social housing in the form of apartments.

To achieve the above goal, Dong Nai Department of Construction has proposed 5 key solutions, including promoting propaganda, focusing on awareness, assigning responsibility to leaders; planning, arranging favorable land funds, requiring commercial housing projects to reserve 20% of land for social housing development; attractive incentive policies to attract social housing investors; supporting people to access and borrow preferential loans, publicizing approval criteria; strengthening inspection, supervision, and handling of violations.
Dong Nai proposed that the Central Government consider providing additional support in terms of specific policies such as credit, taxes, fees and have a coordination mechanism to shorten investment procedures for large-scale social housing development projects. Along with that, the business community will accompany the province to build Dong Nai into a civilized and modern place to live and work.
