According to information from Hoa Binh Provincial Police, Lac Thuy District Police Investigation Agency has decided to temporarily detain Ngo Van Ngoc Duy (born 2004, from Thanh Hoa) for disturbing public order.

On February 11, the traffic control patrol team of Lac Thuy District Police carried out a patrol and control plan to ensure traffic order and safety at Km 77+100 National Highway 21A in Ri village, Phu Thanh commune, Lac Thuy district.
At 11:10 a.m., the patrol team discovered a Wave motorbike with license plate 36N1-167.65 driven by Ngo Van Ngoc Duy, carrying Nguyen Huu Du (born 2005, in Sam Son district, Thanh Hoa ) in the direction from Phu Thanh commune to Phu Nghia commune, with a loud exhaust sound.
The patrol team signaled the car to stop, however Ngo Van Ngoc Duy did not comply, accelerated, swerved to the left side of the road and crashed into Captain Nguyen Viet Thang (officer of the traffic control patrol team).
Although he was proactively alert, due to the unexpected situation and close distance, Captain Thang was unable to avoid it.
The strong collision caused Captain Nguyen Viet Thang to break his right leg, Nguyen Huu Du to break his right leg, and the motorbike was slightly damaged.
Alcohol test results showed that Ngo Van Ngoc Duy had an alcohol concentration of 91mg/dl, and Nguyen Huu Du (sitting behind) had an alcohol concentration of 117mg/dl.

At the visit, the leaders of Hoa Binh Provincial Police encouraged and shared with Captain Thang and his family, hoping that Captain Thang would recover soon to continue working.
The Deputy Director of Hoa Binh Provincial Police said that functional units are coordinating to investigate and clarify to handle those involved in the case.
