Arrest of former Deputy Chief Prosecutor of Kien Hai District People's Procuracy (Kien Giang)

On the morning of October 15, the Investigation Agency of the Supreme People's Procuracy issued a decision to prosecute and temporarily detain Mr. Pham Dinh Chien, former Deputy Head of the People's Procuracy of Kien Hai district ( Kien Giang ) to investigate the act of "Abusing position and power to appropriate property".

Previously, on June 28, the Chief Prosecutor of the People's Procuracy of Kien Giang province announced the conclusion of the petition of Mr. Nguyen Van L. (residing in Hon Tre commune, Kien Hai district, Kien Giang province), accusing Mr. Pham Dinh Chien of "Abusing position and power to appropriate property". Of the 5 accusations of Mr. Nguyen Van L., 2 were correct, 1 was partially correct and 2 were not sufficiently grounded.

According to the conclusion notice, the content of the accusation that Mr. Chien asked Mr. Doan Hoai Th. to transfer money to different accounts is correct. Specifically, from November 15, 2021 to June 27, 2022, Mr. Chien asked Mr. Th. to transfer money (borrow) 9 times for personal expenses with the amount of 34.5 million VND.

In addition, during the process of solving the intentional injury case, Mr. Chien called and texted Mr. Th. to ask him to provide seafood, beer, cigarettes, etc., with a total value of more than 7.3 million VND.

Regarding the content of the accusation that Mr. Chien instructed and helped the defendants, it is only partially true. Accordingly, after Mr. Nguyen Van L. was arrested and detained (in the case of intentional injury), Th. was the one who directly contacted Mr. Chien, asking him to guide the procedures so that the two defendants Nguyen Van D. and Nguyen Van L. could be released on bail.

The Chief Prosecutor of the People's Procuracy of Kien Giang Province concluded that Mr. Pham Dinh Chien's violations were serious and showed signs of infringing on judicial activities. Therefore, the People's Procuracy of Kien Giang Province transferred the related documents to the Investigation Agency of the Supreme People's Procuracy for settlement in accordance with the provisions of law.
