BAC NINH - On the morning of October 22, Comrade Nguyen Hong Thai, Member of the Party Central Committee, Secretary of the Bac Ninh Provincial Party Committee received and worked with the delegation of Pacific Construction Group Limited Company (China) led by Mr. Nghiem Gioi Hoan - Founder and Chairman of the Group.

Also attending were comrade Dao Quang Khai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments and branches.

Pacific Construction Group Limited Liability Company (abbreviated as Pacific Construction Group) is one of two companies under Trang Nghiem Research Institute, which is in the group of 500 largest enterprises in the world. Established in 1986, the Group operates in the fields of investment, construction, management and operation of infrastructure.

In recent years, along with the development of the domestic market, the Group has established a long-term exchange and cooperation mechanism with nearly 100 countries and territories. Through the China-ASEAN Expo, the Group has promoted cooperation with 10 ASEAN countries, of which some projects in Malaysia have been completed. Subway and highway projects in countries such as Ukraine and Albania are being implemented smoothly.

The Group established a representative office in Vietnam in April 2019 and Pacific Vietnam Construction Company Limited in September 2019 with a charter capital of 500 million USD. The Group signed a memorandum of understanding with the Hanoi People's Committee on investment and construction of infrastructure in the 2023-2027 period with a total investment of not less than 5 billion USD. Including projects such as: Investment in construction of Tu Lien bridge and access roads at both ends of the bridge; Hanoi urban railway line No. 5, Van Cao - Hoa Lac section. Both projects were started on May 19, 2025 and August 19, 2025. In addition, the urban railway line No. 5 project, Van Cao - Ngoc Khanh - Lang - Hoa Lac section, is also receiving special attention from the Group and is expected to start construction in December 2025.

Speaking here, Mr. Nghiem Gioi Hoan said that when investing in infrastructure projects, it is necessary to have a long-term vision, otherwise it will quickly become outdated, increase capital, and waste resources. With its experience, the Group wishes to participate in key local infrastructure projects. When participating in local projects, the Group commits to fully comply with legal regulations, ensure publicity and transparency, and make every effort to implement the project in the best way. In particular, when implementing the project, the Group is always ready to transfer technology without charge. I hope the province will introduce a location to establish an office in Bac Ninh , put it into operation soon, and contribute to the growth of Bac Ninh province.

Speaking at the meeting, on behalf of the Standing Committee of Bac Ninh Provincial Party Committee, comrade Nguyen Hong Thai happily welcomed Mr. Nghiem Gioi Hoan and members of the working delegation to visit and work in Bac Ninh.

The comrade thanked Mr. Nghiem Gioi Hoan for his frank sharing, and emphasized that Vietnam and China have mountains connected to mountains, rivers connected to rivers, and many cultural similarities. China is the country with the second largest economy in the world, so to contribute to the economic development of Vietnam, Bac Ninh province determined that it needs to make great efforts.

He informed that the Politburo has just issued many important resolutions, including Resolution No. 68 dated May 4, 2025 on private economic development, which is an important legal corridor, creating momentum for the private economic sector to develop. In addition, Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation is also an important driving force, expected to help Vietnam not fall behind the world in the field of science and technology.

Regarding the province's socio-economic situation in the first 9 months of 2025, he said that growth reached 10.12%, striving to reach 11.5% for the whole year, contributing to the overall growth target of the whole country.

He highly appreciated the capacity and experience of Pacific Construction Group, one of the world's leading groups in the field of investment, construction and infrastructure operation, with more than 35 years of development and thousands of key projects in China and many countries, including large-scale projects in Hanoi.

The visit and work of Mr. Nghiem Gioi Hoan and his delegation to Bac Ninh is a vivid manifestation of the spirit of friendship and cooperation for mutual development between Vietnam and China, and at the same time opens up new prospects in investment cooperation in infrastructure development and modern urban areas in Bac Ninh.

The Provincial Party Secretary stated that the Resolution of the 1st Congress of the Bac Ninh Provincial Party Committee, term 2025-2030, sets the goal of turning Bac Ninh into the "capital" of high-tech industry in the Northern region, becoming a centrally-run city before 2030. The province is focusing resources on developing modern transport, urban and logistics infrastructure, notably the Gia Binh International Airport project and regional connecting roads and railways.

Therefore, the province welcomes and encourages enterprises with international capacity and experience such as Pacific Construction Group to research, survey and propose investment cooperation in potential fields.

Impressed by the spirit of readiness to transfer technology of enterprises when coming to cooperate and invest, he hopes that the Group will consider and research to support the province in building the Smart Computing Center of Bac Ninh province.

The province commits to creating the most favorable conditions in terms of mechanisms, policies and administrative procedures; at the same time, assigning the Department of Finance, the Department of Construction and relevant agencies to closely coordinate with the Group to exchange details, conduct field surveys and promote effective investment in accordance with Vietnamese law.

When approaching and working with the functional agencies of Bac Ninh province, if there are any shortcomings, the Group is requested to discuss frankly. Issues under the province's authority will be adjusted immediately; and issues under the central authority will be reported by the province. We hope the Group will respond to create the best conditions for cooperation, helping both sides develop together.

He expressed his hope that the cooperative relationship between Bac Ninh province and Pacific Construction Group will increasingly develop well, making a positive contribution to the friendly neighborly relationship and comprehensive cooperation between Vietnam and China.
