This morning, September 10, Provincial Party Secretary Bui Minh Chau and Provincial People's Committee Chairman Bui Van Quang, along with the provincial working delegation, inspected and directed flood and storm response and prevention work in Cam Khe and Ha Hoa districts, two localities that are being severely affected by rising floodwaters, causing flooding in low-lying and riverside communes.

In Tuy Loc commune, Cam Khe district, due to rising river water, the district has mobilized forces to build up the overflow of Gianh stream in Thuong hamlet. Currently, Van Phu area of Cam Khe town, Minh Tan commune, Cam Khe district is also supporting the relocation and evacuation of people due to floodwaters that flooded many households last night. Since last night, September 9, the military, police, militia and local authorities have supported families outside the dike to raise their properties and move the elderly and children to safety.
Currently, the water level of Thao River at Am Thuong has exceeded alarm level 3, higher than the historical flood level.
In Ha Hoa district, floodwaters rose and overflowed Thao right dike through Xuan Ang commune. Military forces and people worked all night to build a canal over 300m long to prevent the overflow. This morning, Division 316 of Military Region 2 and the Provincial Military Command increased the number of officers and soldiers to support Ha Hoa district in building canals to prevent water in Hau Bong, Am Ha, Xuan Ang, and Dan Thuong communes. Currently, water has also begun to overflow into Ha Hoa town via National Highway 2b, causing flooding in some residential areas.
The Chairman of the Provincial People's Committee directed the Department of Agriculture and Rural Development, the Department of Transport and localities to coordinate in reviewing and building long-term solutions, including renovating and building retaining walls for low-lying dykes. The Chairman of the Provincial People's Committee emphasized: Relocating assets and evacuating people is a mandatory requirement, along with advocacy and propaganda. If anyone does not voluntarily relocate, they must be forced to ensure the safety of people's lives.
At 8:22 a.m., due to the situation of water rising too quickly, the plan to prevent overflow of the entire route was no longer feasible, the Chairman of the Provincial People's Committee directed the military and police forces to prioritize forces for Ha Hoa to deploy a plan to evacuate people in riverside areas, low-lying areas, level 4 houses... of Ha Hoa town.
After inspecting the actual flooding situation in the localities, Provincial Party Secretary Bui Minh Chau requested: It is necessary to ensure the safety of people's lives. All levels, sectors and localities urgently focus on rescuing people and property, focusing on key areas. Local authorities continue to deploy local forces in rescue work, overcoming consequences, paying attention to ensuring food and drinking water for people in areas affected by natural disasters.
Localities must regularly update forecasts and warnings of natural disasters to inform and educate people to proactively respond and evacuate. In cases where people deliberately make it difficult for disaster prevention, control and response work, resolute measures must be taken.
Each locality must grasp the situation to proactively develop safety plans in the area, and evacuate people from low-lying areas, prioritizing the elderly, children, and disadvantaged families.
The Provincial Party Secretary also requested the specialized agencies to grasp the situation in the Thao, Chay and Lo river basins to have a forecast plan and proactively respond to all situations. Requested the police and military forces to continue ensuring the safety of people's lives, while maintaining security, order and social safety in the area. Do not let information disturbances or inaccurate information cause panic among the people and public opinion. The Department of Finance proposed the Reserve Department to support vehicles, supplies and food so that Phu Tho province can be ready to respond to natural disasters.
