Immediately after the incident of streamer IshowSpeed being robbed of 1 million VND when renting an electric balance bike at Nguyen Hue walking street, the District 1 Police Command immediately directed Ben Nghe Ward Police to quickly investigate and handle the case.
Through verification, Ben Nghe Ward Police identified the two men appearing in IshowSpeed's livestream as VPQM (23 years old, residing in District 4) and NMH (53 years old, residing in District 1) and invited them to the headquarters for questioning on the night of September 14.
At the police station, both of them stated that at around 5:30 p.m. the same day, Mr. H. took a motorbike taxi to the corner of Huynh Thuc Khang - Nguyen Hue to play with M. At this time, M. brought three electric balance bikes into Nguyen Hue walking street to rent to people for money.
When they brought the bike out, there were no customers yet, so each of them used an electric balance bike to ride around, then a group of foreigners came.
At this time, IshowSpeed came to see H. and M. and asked in English how much it cost to rent a car. M. said that she did not know English so she told Mr. H. in Vietnamese how much it cost to rent a car.
M. said the rental price was 1 million VND/hour. Mr. H. told IshowSpeed. Then IshowSpeed gave Mr. H. a stack of money and asked which money, Mr. H. took out two 500,000 VND bills from the male streamer's hand.
After giving the money, IshowSpeed got on the balance bike to experience it. Mr. H. gave back 1 million VND to M. and continued playing with the balance bike.
At about 6:35 p.m., Mr. H. returned to M.'s place and was checked by Ben Nghe Ward Police and invited to work as above.
By the morning of September 15, Ben Nghe Ward Police had issued a decision to administratively fine VPQM (23 years old, residing in District 4) for the acts of "illegally using urban roads and sidewalks to conduct electric vehicle rental business" and "trading in goods of unknown origin", with a total fine of 10 million VND.
In addition to handling administrative violations, Ben Nghe Ward Police also confiscated the violating vehicle (electric balance bike) and forced M. to write a commitment to comply with regulations and not re-offend.
Mr. H. was identified as only M.'s friend, not the person who rented the car. At the time of the incident, because M. did not know English, Mr. H. translated for M. Therefore, Mr. H. was not prosecuted.
