In Resolution No. 70 on ensuring national energy security until 2030, with a vision to 2045, recently signed by General Secretary To Lam, the Politburo requested to accelerate restructuring of the electricity sector, enhancing competitiveness, transparency and sustainability.
Notably, the Politburo requested to develop the electricity market in the direction of increasing competitiveness, transparency, efficiency, synchronization with ensuring energy security, effectively implementing the direct electricity trading mechanism. At the same time, increasing the choice of electricity customers in accessing and choosing the electricity supplier that suits their needs.
The Politburo also requested the construction and completion of an electricity trading system, including a transparent, stable, long-term power purchase agreement (PPA) mechanism, ensuring the legitimate and legal rights and interests of investors.
Private enterprises are encouraged to participate in investment projects in energy storage infrastructure such as batteries, LNG storage, gasoline and oil storage both on land and at sea. In addition, the electricity transmission pricing mechanism must be reformed to attract the private sector...
Energy sources must be developed in a balanced and reasonable manner to ensure the highest requirement of sufficient electricity for socio -economic development, gradually implementing international commitments on emission reduction.

Prioritize high-efficiency, environmentally friendly projects; expand and selectively exploit existing power plants and power source projects. In addition, it is necessary to proactively plan for electricity import and export at appropriate times and locations to ensure energy security and economic efficiency.
For wind and solar power, the development orientation should be appropriate to the system's operational capacity, reasonable cost, and encourage self-production and self-consumption of electricity, and rooftop solar power. At the same time, policies should be developed to remove difficulties and create breakthrough mechanisms for offshore wind power, and assigned to large state-owned enterprises with the potential to implement them in conjunction with protecting the sovereignty of seas and islands.
The Politburo also requested the development of a specific mechanism to thoroughly handle difficulties in renewable energy projects, avoid wasting social resources, ensure the legitimate rights of investors in the spirit of "harmonious benefits and shared risks", and strictly handle violations.
In Resolution 70, the Politburo set a target that by 2030 Vietnam will have a total primary energy supply of about 150-170 million tons of oil equivalent, a total capacity of power sources of about 183-236GW, and a total electricity output of about 560-624 billion kWh. The proportion of renewable energy in the total primary energy supply accounts for about 25-30%. Final energy consumption is about 120-130 million tons of oil equivalent.
With a vision to 2045, the Politburo requires firmly ensuring national energy security and developing the energy market towards healthy, transparent, and effective competition.
