After receiving the handover, the Ministry of Public Security issued a new Circular on granting driving licenses, which stipulates the photo form.
Circular 12/2025/TT-BCA regulates driving tests, issuance of driving licenses; issuance and use of international driving licenses. The Circular takes effect from March 1, 2025.
According to the Circular, a driver's license is a document (printed in Vietnamese and English) that includes information such as: Has a security film coating on both sides. The front side displays the following information: Driver's license number, driver's full name, date of birth, nationality, date of issue, date of expiration, issuing agency, place of residence, class.
The back side displays the following information: Types of motor vehicles being driven (written in Vietnamese and English), date of passing, 2-way QR code to quickly read and decode information on the driver's license and link to the information system at the Traffic Police Department.

Regarding the restrictions, Circular 12/2025 stipulates that for Class B driving licenses with automatic transmission (including electric cars), it is stated: Issued to people who are only allowed to drive automatic transmission cars (including electric cars).
For class A1 license issued to disabled people to drive 3-wheeled motorbikes for disabled people, it is stated: Issued to disabled people to only drive 3-wheeled motorbikes for disabled people.
For class B driving license with automatic transmission (including electric cars) issued to left-handed disabled people, it is stated: Issued to left-handed disabled people who are only allowed to drive automatic transmission cars (including electric cars) with headlight and turn signal control mechanisms suitable for left-handed disabled people.
For automatic class B driving license issued to right-handed disabled people, it is stated: Issued to right-handed disabled people who can only drive automatic cars with headlight and turn signal control mechanisms suitable for right-handed disabled people.
For automatic class B driving license issued to people with right leg disability, it is stated: Issued to people with left hand disability who can only drive automatic cars with engine throttle control and foot brake suitable for people with right leg disability.
With automatic class B driver's license issued to people with disabilities in general (except for those with disabilities of the left hand, right hand, and right leg), it is stated: Issued to people with disabilities in general who are only allowed to drive automatic cars.
From March 1, people will receive the results of their driver's license renewal within 5 working days from the date the traffic police receive all documents.
Class A1 driving licenses issued before the effective date of this Circular shall be changed or re-issued to Class A licenses with the restriction that they are only allowed to drive 2-wheeled motorbikes with a cylinder capacity of up to 175cm3 or an electric motor capacity of up to 14 kW, as stated: Issued to people who are only allowed to drive 2-wheeled motorbikes with a cylinder capacity of up to 175cm3 or an electric motor capacity of up to 14 kW.
As for automatic B1 driving licenses issued before the effective date of this circular, they will be changed and re-issued to B class licenses, stating: Issued to people who are only allowed to drive automatic transmission cars (including electric cars).
Also according to the new circular, the codes printed on the back of the driver's license indicate the conditions that must be met to drive. For example: Code A.01 is only for driving 3-wheeled motorbikes for people with disabilities; code A.02 is only for driving 2-wheeled motorbikes with a cylinder capacity of 125cm3 or more or with an electric motor capacity of 14kW or more using a continuously variable transmission...
