Ministry of Education and Training: 10th grade entrance exam questions do not create pressure for extra study

"The creation of regular and periodic tests and assessments, entrance exams for primary and secondary levels, entrance exams for grade 10... are in line with the requirements of the 2018 General Education Program, and do not put pressure on students to take extra classes" is one of the latest instructions of the Ministry of Education and Training regarding the implementation of Circular 29 on extra teaching.

According to the Ministry of Education and Training, after one month of implementing Circular 29, the initial awareness and habits of teachers, students, and parents with extra teaching and learning have changed; management levels have also gradually caught up with the new way of managing extra teaching and learning...

However, the Ministry of Education and Training said that there are still localities that are slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation; coordination between departments and branches in implementing regulations on extracurricular teaching in some places is not timely, so a number of teachers who need extra teaching are worried.

The direction for educational institutions to adjust their school's educational plans to comply with the circular's regulations in some places was not timely and ready; leading to the sudden cessation of extra teaching in schools, affecting the psychology of students and their parents.

Objective issues such as lack of schools; parents relying on schools and teachers due to lack of time and knowledge to tutor their children; expectations of high academic performance from their children; pressure from exams; students not being truly proactive in learning and not being able to self-study... also create concerns when Circular No. 29 is implemented.

Putting self-study results into assessment and competition

In the coming time, the Ministry of Education and Training requires the Departments of Education and Training to direct educational institutions to effectively use facilities and teaching staff to implement the general education program, ensuring that students can study the correct and sufficient compulsory subjects/educational activities and elective subjects to meet the program's requirements.

Educational institutions must continue to innovate testing and assessment methods and forms in the direction of forming learners' qualities and capacities. The creation of regular and periodic tests and assessments, entrance exams at the beginning of the level, entrance exams for grade 10, etc., must be consistent with the requirements of the 2018 General Education Program, without putting pressure on students to study more.

Survey and classify students' levels to have appropriate plans for class placement and teacher training. Do not organize indiscriminate, inappropriate, ineffective and wasteful review sessions.

Build a learning support model in schools under the guidance of teachers. Organize students to study on their own in the second session to enhance their self-study and research capacity based on the guidance of teachers. "Depending on the actual situation and each specific stage, consider launching practical and effective self-study movements; make "self-study" results become the competition and assessment target during the school year," the direction of the Ministry of Education and Training stated.

The Ministry of Education and Training also requested the Departments of Education and Training to guide and support teachers, organizations and individuals to smoothly carry out administrative procedures as prescribed to register for extra teaching and learning in accordance with regulations. Strengthen inspection and strictly handle violations; commend and reward, and promote examples of dedicated groups and individuals for students.

In the long term, the Ministry of Education and Training recommends that the Departments of Education and Training advise localities to build enough schools and classes and ensure quality so that all students of universal education age can go to school, reducing pressure on enrollment, especially in big cities, industrial zones, and densely populated areas, and resolutely not allowing students of universal education age to not go to school.
