At the conference to summarize the organization of the 2025 high school graduation exam and prepare for the 2026 exam (afternoon of September 26), the Ministry of Education and Training said that the 2026 high school graduation exam will remain stable as in 2025. However, there will be some adjustments to suit the organization of the 2-level local government model, the rearrangement of provincial administrative units and the inspection apparatus. The Ministry will also continue to strengthen the application of information technology in the stages of exam organization.
Firstly, amend regulations related to inspection and examination during exams to ensure consistency with the transfer of education inspection departments at all levels to the Government Inspectorate and Provincial Inspectorate.
Second, adjust some regulations and procedures for organizing the exam to ensure more suitability and convenience for units in the context of restructuring provincial administrative units. Specifically: Exam registration files are only stored at high schools; Integrate exam notices and exam cards into a single type, which is the exam notice and is issued by the high school where the candidate submits the application; Integrate temporary graduation certificates and exam result certificates into exam result certificates and are issued by the high school where the candidate submits the application.
Third, reduce the time for receiving appeal applications to announce appeal results sooner, while facilitating the admission work of universities and vocational training institutions.
Fourth, adjust the review scoring process to increase efficiency and quality. Accordingly, it is stipulated that all papers with changed scores during the review process must be discussed.
Fifth, continue to strengthen the application of information technology in exam organization, optimize data transmission between exam councils and the Ministry of Education and Training through the exam management system to reduce manual work (sending CDs by post) and contribute to increasing processing speed.
In addition, the Ministry of Education and Training said it is preparing a roadmap to organize high school graduation exams on computers.
From April to May 2026, the Ministry will test computer-based exams with about 100,000 candidates and at the same time build a question bank.
By July 2026, the Computer-Based Exam Project will be submitted to the Government for consideration.
October-December 2026: Issue procedures and regulations for computer-based testing. Localities will arrange a number of locations to pilot computer-based testing in 2027 and prepare to invest in facilities for these testing locations.
April-May 2027: Organize testing of exam questions at locations planned to hold computer-based exams; Organize testing of exam questions on a large scale according to the process of building an exam question bank.
June 2027: Organize high school graduation exams on computers at qualified locations and organize high school graduation exams on paper at other locations.
