Ministry of Education and Training: High school graduation exam in 2026 is expected to be on June 11 and 12 with 5 new scores

On the afternoon of September 26, the Ministry of Education and Training (MOET) held a conference to review the organization of the 2025 high school graduation exam and preparations for the 2026 high school graduation exam.

At the conference, Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2025 high school graduation exam will take place in a special context with many changes.

Firstly, the exam had the largest number of candidates ever with more than 1,165,289 candidates registered.

Second, this is the first time the high school graduation exam is organized according to the 2+2 exam plan, with 2 compulsory subjects: literature and math, plus 2/9 subjects that students choose to match their career orientation in high school.

The exam simultaneously implemented 2 regulations and 2 sets of exam questions of 2 general education programs 2006 and 2018. Therefore, the number of exam question writers was also the largest ever.

Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2025 high school graduation exam will take place in a special context with many changes.

Third, the exam has the largest number of exam questions ever, with the largest number of elective subjects and creates the most favorable conditions for candidates. Specifically, there are provinces where only 1 candidate chooses a subject but still organizes the exam, such as Lai Chau province where only 1 candidate chooses IT or Quang Ninh province where only 1 candidate chooses industrial technology.

One of the other changes is that the exam time is shortened from 4 sessions to 3 sessions.

Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) said that the 2026 high school graduation exam will basically be kept stable as in 2025. The exam is expected to take place on June 11 and 12, 2026.

Mr. Chuong said that the upcoming high school graduation exam will have some adjustments to suit the two-level local government management model. Specifically, there are 5 new points as follows:

Regulations related to inspection and examination work during the exam will be amended to comply with the transfer of the education inspection department to the Government Inspectorate and the Provincial Inspectorate. This is an adjustment step to ensure consistency, transparency and efficiency in the exam supervision stage.

Regarding procedures, candidates' documents have also changed in a more streamlined and convenient direction. The exam registration file will only be kept at the high school, instead of having to be transferred to many levels as before. The exam notice and exam card are combined into a single type, the exam notice issued by the high school. Similarly, the temporary graduation certificate and the exam result certificate are also integrated into the exam result certificate, issued by the school where the candidate registered to take the exam.

In the review stage, the Ministry of Education and Training will shorten the time for receiving applications and returning results, helping candidates get information sooner (from 10 days to 5 days), while supporting the enrollment progress of universities and vocational training institutions.

The re-scoring process has also been adjusted more strictly. Specifically, all exams with changed scores after re-scoring must be discussed to ensure objectivity and accuracy.

Information technology continues to be increasingly applied in exam organization. Data transmission between exam councils and the Ministry of Education and Training will be carried out directly through the exam management system, instead of sending CDs by post as before. The new method is expected to shorten time, reduce manual steps and increase data processing efficiency.

July 2026: Submit to the Government for consideration the Project on high school graduation exams on computers

At the conference, the Ministry of Education and Training also said that it is preparing a roadmap to organize high school graduation exams on computers. Specifically:

- From April and May 2026: The Ministry of Education and Training will test computer-based exams with about 100,000 candidates and at the same time build a question bank.

- By July 2026: The computer-based exam project will be submitted to the Government for consideration.

- October to December 2026: Issue procedures and regulations for computer-based testing. Localities will arrange a number of locations to pilot computer-based testing in 2027 and prepare to invest in facilities for these testing locations.

- April to May 2027: Organize testing of exam questions at locations planned to hold computer-based exams; Organize testing of exam questions on a large scale according to the process of building an exam question bank.

- June 2027: Organize high school graduation exams on computers at qualified locations and organize high school graduation exams on paper at other locations.
