Special policies pave the way for breakthroughs in education and training

The Draft Resolution stipulates a number of specific and outstanding mechanisms and policies to make breakthroughs, improve quality, efficiency, synchronization, comprehensiveness and breadth in the field of education and training.

The Ministry of Justice has just announced the appraisal dossier of the draft Resolution of the National Assembly on a number of specific mechanisms and policies to make breakthroughs in education and training development, which was chaired and developed by the Ministry of Education and Training.

6 major policy groups to make breakthroughs in education and training development

According to the Ministry of Education and Training , although the education sector has achieved many important achievements in recent times, Vietnam is still facing systemic "bottlenecks" that hinder breakthrough development and directly affect national competitiveness. These include institutional and policy inadequacies and overlaps; the local shortage of teachers that has occurred over the past many years has directly affected the implementation of educational programs; or serious limitations in financial resources and investment that hinder the goal of developing higher education, raising Vietnamese universities to regional and world standards; barriers in attracting talent and international integration...

Therefore, the development of the Resolution is necessary to effectively implement Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; improve quality, efficiency, synchronization, comprehensiveness and breadth in the field of education and training, contributing practically to the construction and development of the country's education.

The Draft Resolution consists of 10 Articles, focusing on solving breakthrough and strategic issues to institutionalize Resolution 71-NQ/TW dated August 22, 2025 of the Politburo and develop education and training, including the following prominent policy groups:

Firstly , a group of policies on organization, human resources and administration was built to address the human resource problem in the education sector, including the local shortage of teachers, inadequate remuneration and administrative barriers in recruiting and using talents and experts.

Second , a group of policies on programs, content and mechanisms for educational development is built to remove administrative procedures in the appraisal, approval and piloting of new educational programs, creating space and motivation for innovation and creativity from the grassroots level, quickly responding to changes in practice.

Third , the policy group on digital transformation, science and technology development and innovation in education aims to meet the requirements of the National Digital Transformation Program and the inevitable development trend of world education, overcoming the situation of digital infrastructure and application platforms in the industry being fragmented, lacking synchronization and not yet effective.

Fourth , the policy group on international integration in education and training aims to break down administrative barriers, create a truly open and competitive environment to attract global talent, and enhance the position and attractiveness of Vietnamese education in the international arena.

Fifth , the policy group on the National Scholarship Fund aims to create a flexible financial mechanism, supplementing the State budget, to finance innovative and breakthrough ideas and projects that the traditional budget mechanism finds difficult to respond to promptly and effectively.

Sixth, a group of policies on finance and investment in education and training was developed to address the situation of inadequate investment in education and to increase the mobilization of social resources.

Consider the "co-organic" mechanism for educational human resources

On September 26, at the meeting of the Council for Appraisal of the National Assembly's draft Resolution on a number of specific mechanisms and policies to implement educational and training breakthroughs, Associate Professor, Dr. To Van Hoa, Rector of Hanoi Law University, commented that utilizing the capacity of lecturers and scientists is necessary, but the "co-institutional" mechanism for educational human resources may pose potential risks. Meanwhile, in reality, there are currently many flexible mechanisms such as guest lecturers, participation in research cooperation, etc. Therefore, Associate Professor, Dr. To Van Hoa suggested that the draft Resolution should introduce preferential policies to attract educational human resources.

Regarding the policy of attracting foreign experts and scientists, the representative of the Ministry of Public Security proposed to pilot the mechanism of visa exemption and work permit exemption for a period of 5 years for people with doctoral degrees, but must undergo personal and background assessment by the Ministry of Public Security according to the law on entry, exit, transit and residence of foreigners in Vietnam. At the same time, educational institutions should not be given the right to manage foreign experts but should be implemented consistently according to current laws and ensure the assessment role of the State management agency on security.

Regarding the authority to appoint leaders of educational institutions, Deputy Minister of Justice Dang Hoang Oanh suggested that the drafting agency consider letting the ministry or sector decide, especially in the transitional period when abolishing the school council, because each school has its own criteria and characteristics. The Deputy Minister also suggested clarifying specific human resource mechanisms to suit the characteristics of each sector; considering the "co-organic" mechanism for educational human resources...

The Deputy Minister also noted that the delegation of additional authority to a number of universities, especially private institutions, must be accompanied by a strict inspection and supervision mechanism to avoid abuse, affecting training quality and social order, security and safety.
