TPO - Mr. Nguyen Xuan Thanh, Director of the Department of Secondary Education ( Ministry of Education and Training ) said that Circular 30, effective from February 2025, not only unifies the method of admission to high school but also provides stricter regulations than before in a number of policy frameworks regulating the establishment of question-making councils, exam invigilation, exam grading, and exam review.


TPO - Mr. Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training), said that Circular 30, effective from February 2025, not only unifies the method of admission to high school but also provides stricter regulations than before in a number of policy frameworks regulating the establishment of question-making councils, exam invigilation, exam grading, and exam review.

In addition to the 10th grade admission method, from 2025, the Ministry of Education and Training will also regulate the work of creating exam questions, invigilation, grading, review... to ensure serious organization, safety, and fairness for all candidates.

Accurate exam, with anti-cheating measures

Regarding exam questions: The Ministry of Education and Training requires that the exam question creation process must ensure safety and confidentiality at all stages from exam question creation, printing, transporting, handing over and preserving exam questions. Exam questions must ensure accuracy, scientificity and pedagogical value.

Regarding exam supervision, the Ministry of Education and Training stipulates that exam supervision must be organized to ensure fairness, safety, and seriousness. The assignment of responsibilities among exam supervisors must be complete and clear, ensuring independence and objectivity among stages; and measures must be taken to prevent cheating in exams.

From 2025, the Ministry of Education and Training will also regulate the work of creating test questions, invigilation, grading, review... in the 10th grade high school entrance exam.

The Department of Education and Training shall arrange the structure of invigilators and test supervisors in accordance with the number of test rooms. The number of candidates in each test room shall not exceed 24 candidates, and each test room shall have 2 invigilators.

Secure exam marking

The Ministry of Education and Training stipulates that the marking of exams must ensure the safety and security of the exam papers at all stages: receiving and handing over the exam papers, preserving the exam papers, making the scorecards, and organizing the marking. The marking of exams must ensure accuracy and objectivity according to the answers and marking instructions.

For essay exams, at least 10 exams must be graded together; two independent rounds of grading must be organized. For multiple-choice exams, if multiple-choice exam software is used, training must be organized for examiners on how to use multiple-choice exam software. Multiple-choice exam software must be accurate, scientific, and approved before use.

The admission score for grade 10 high school is the total score of all subjects and exams calculated on a 10-point scale for each subject and exam. The announcement of the benchmark score is carried out at the same time as the announcement of the exam scores.

According to Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training), Circular 30 has stricter regulations than before in a number of policy frameworks regulating the establishment of question-making councils, exam invigilation, exam grading, exam review, and the work that needs to be done at all stages, ensuring quality, security, safety, etc.

At the same time, the Circular also assigns specific regulations to localities, within their authority. Localities issue policies for appropriate implementation but must still ensure the prescribed policy framework.
