Reviewing the management apparatus of Gia Nghia - Chon Thanh expressway with capital of 25,500 billion VND

The investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) section, must speed up the implementation progress to basically complete it in 2026 and put into operation in 2027.

The Ministry of Transport (MOT) has just sent an official dispatch to the People's Committees of Binh Phuoc and Dak Nong provinces on the implementation of Resolution No. 147/NQ-CP dated September 20, 2024 of the Government on the investment project to build the North-South Expressway in the West, Gia Nghia - Chon Thanh section.

Accordingly, the Ministry of Transport requested the People's Committees of Binh Phuoc and Dak Nong provinces to urgently review and improve the organizational structure and personnel of the contracting agencies, investors, and project management boards to ensure sufficient capacity and experience according to legal regulations to organize and implement component projects that are assigned as the managing agency/competent agency.

Based on the progress required by the Government and the National Assembly, the People's Committees of Binh Phuoc and Dak Nong provinces directed relevant agencies to urgently develop detailed implementation plans for each component project and each work content (from the step of establishing a task outline; organizing the selection of consultants; organizing field surveys; negotiating with relevant agencies; organizing survey acceptance; preparing a feasibility study report; examining; appraising; approving investment projects...), submitting to competent authorities for approval/acceptance as a basis for strict control of implementation procedures according to regulations and progress of implementation of component projects.

For Component Project 1 invested under the PPP method, the Ministry of Transport requests coordination with the project proposal investor and promptly sign an agreement on preparing a feasibility study report.

The competent State agency of Component Project 1 shall organize the information disclosure as prescribed in Article 25 of the Law on PPP Investment; organize a survey of the interest of investors and lenders in the Project.

At the same time, organize the preparation, appraisal, approval of outlines, tasks, estimates and selection of consulting units with sufficient capacity and experience according to legal regulations to prepare feasibility study reports, examine feasibility study reports, and prepare environmental impact assessment reports.

The Ministry of Transport noted that the total investment of the Project must be carefully reviewed, with full unit prices (labor, materials, compensation prices for site clearance of localities, etc.) updated; the volumes and norms must be carefully reviewed to ensure compliance with legal regulations and State mechanisms and policies; and the correct and sufficient calculation must not exceed the total investment amount, causing delays; and it is especially important to learn from experiences from implemented projects to avoid repeating the shortcomings and errors that have been concluded by State Inspectorate and Audit agencies.

The parameters of the financial plan of Component Project 1 must be determined with sufficient basis, objectivity, science, and in accordance with current regulations (especially the forecast data on transportation demand, parameters in the operation and exploitation phase).

Financial plans must be fully analyzed and evaluated in terms of economic efficiency, financial efficiency and other requirements as prescribed by law.

The People's Committees of Binh Phuoc and Dak Nong provinces must coordinate with the Ministry of Transport to prepare reports and submissions of the Government to competent authorities on the implementation status of the Project according to regulations.

“Periodically, before the 5th of every month (before the regular meetings of the State Steering Committee for important national projects and works, key to the transport sector); before April 15 and September 15 every year (before the regular meetings of the National Assembly) and ad hoc at the request of competent authorities, the organization shall prepare a report on the implementation status of the component projects assigned to it as the competent authority or delegated to it as the managing agency, and send it to the Ministry of Transport for synthesis,” the official dispatch of the Ministry of Transport clearly stated.

The investment project to build the North-South Expressway in the West, Gia Nghia - Chon Thanh section, has a length of 128.8 km with 4 lanes, expected speed of 100 - 120 km/h, to be implemented from 2024 and basically completed in 2026, put into operation in 2027.

The project is divided into 5 sub-projects, in which the site clearance part is separated. Compensation, resettlement support and construction of service roads and overpasses across the Dak Nong and Binh Phuoc provinces will be implemented in the form of public investment.

Component project 1 is invested under the BOT method, with investment guarantee mechanism applied, sharing the reduced revenue according to the provisions of law on investment under the PPP method. Binh Phuoc Provincial People's Committee as the competent authority will organize the selection of investors.

It is expected that 4 component projects with the local authority as the managing agency (2 component projects investing in the construction of service roads and overpasses and 2 component projects for compensation and resettlement support) will start construction at the end of 2024.

The preliminary total investment of the Project is more than 25,500 billion VND, of which the central budget capital is more than 10,500 billion VND, the local budget capital is more than 2,200 billion VND including Binh Phuoc is more than 1,200 billion VND, Dak Nong province is 1,000 billion VND. The investor's capital is more than 12,700 billion VND.

At the request of the National Assembly, the investment project to build the North-South Expressway in the West, Gia Nghia - Chon Thanh section, will be implemented from 2024 and basically completed in 2026, put into operation in 2027.
