National Assembly Chairman Tran Thanh Man has just signed a Resolution of the National Assembly Standing Committee on the allocation of the estimated operating budget of National Assembly delegations in 2025 and the targeted supplement from the central budget in 2024 for localities.
Specifically, in Resolution No. 1338, the National Assembly Standing Committee resolved to supplement the central budget to localities with a target of more than VND 5,834 billion to implement social security policies for the years 2023 - 2024 and support payment of benefits for the number of additional teacher positions for the 2022 - 2023 and 2023 - 2024 school years in accordance with the content and data in the Government 's submission.
In addition, the National Assembly Standing Committee also agreed to supplement the central budget with a target of 600 billion VND for localities to implement the project to strengthen management of land with capital from state-owned farms and forestry farms for 19 localities in accordance with the content and data in the Government's submission.
The Resolution clearly states that the Government is responsible for the legal basis of the proposed contents, the accuracy of the data, the completeness, compliance with standards, norms, spending regimes and conditions for supplementing the budget estimate, and assigning the budget estimate in accordance with the provisions of law.
The Government is responsible for managing, using and settling allocated funds in accordance with the provisions of the State Budget Law and relevant laws; ensuring timely, effective and appropriate implementation, avoiding loss, waste and negativity; reporting to the National Assembly on implementation results at the 9th Session of the 15th National Assembly.
Along with that, the Government directed ministries, branches and localities to learn from experience in building budget estimates, minimizing unallocated budgeted expenses from the beginning of the year.
During the operation process, the Government needs to give strong direction to promptly deliver the budget estimates for unallocated items, avoiding delays, prolongation, waste, inefficiency of state budget resources and the situation of delivering the budget estimates at the end of the year that cannot be used in time, and having to transfer the budget sources to the following year, especially the budget sources related to social security and human policies.
Nearly 190 billion VND allocated to National Assembly delegations
In Resolution No. 1337, the National Assembly Standing Committee resolved to allocate the 2025 operating budget estimate for National Assembly Delegations (operating expenses of state agencies, parties, and organizations - non-autonomous expenses) of nearly 190 billion VND.
The Standing Committee of the National Assembly assigned the Head of the National Assembly Office to issue a Decision on allocating the 2025 budget estimates of the National Assembly Delegations to the Office of the National Assembly Delegations and People's Councils of provinces and centrally run cities; to consider and decide on adjusting the budget estimates for the National Assembly Delegations for tasks that have not yet been allocated budget estimates and tasks assigned to be supplemented and adjusted in 2025.
The National Assembly Standing Committee also assigned the National Assembly Office to review and ensure the accuracy of the content, information, and data in the plan for allocating the operating budget of the National Assembly Delegations in 2025.
Including compliance with standards, norms, spending regimes and conditions for supplementing, adjusting estimates, and assigning estimates in accordance with legal provisions; managing, using, and settling allocated funds in accordance with the provisions of the State Budget Law and relevant laws; ensuring timely, effective, and appropriate implementation, avoiding loss, corruption, waste, and negativity.
