The Ministry of Natural Resources and Environment announced 60 administrative procedures eligible for full-process online public services.

This Decision replaces Decision No. 665/QD-BTNMT dated March 18, 2024 of the Minister of Natural Resources and Environment on promulgating the list of administrative procedures under the management of the Ministry of Natural Resources and Environment that are eligible to perform full-process online public services.

According to the Decision, the list of administrative procedures eligible to perform online public services at the central level is 41 procedures; the list of administrative procedures eligible to perform online public services at the provincial level is 19 procedures.

Of which, 41 administrative procedures under the management of the Ministry of Natural Resources and Environment are eligible to perform full-scale online public services at the central level, including:

Environmental field 9 procedures: Issuance of Biosafety Certificate for genetically modified plants; Permission to bring genetic resources abroad for non-commercial study and research purposes; Registration for access to genetic resources; Issuance of License for access to genetic resources; Extension of License for access to genetic resources; Approval of association for transfer of hazardous waste not included in the Environmental License; Registration for cross-border transport of hazardous waste (Approval of registration for cross-border transport of hazardous waste according to the Basel Convention on the control of transboundary movements of hazardous waste and their disposal); Issuance of environmental licenses; Issuance of adjustments to environmental licenses (when there is a change in one of the licensing contents not falling under the cases specified in Point b, Clause 3 and Clause 4, Article 30 of Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection).

Climate change sector 13 procedures: Recognition of Third Party (TPE) of JCM project; Voluntary withdrawal of recognition of Third Party (TPE); Approval of methodology/approval of revised and supplemented methodology; Registration and approval of JCM project; Approval of revised and supplemented Project Design Document (PDD); Cancellation of registration or cessation of participation in JCM project; Granting credits for JCM project; Cancellation of request for granting credits for JCM project; Confirmation of carbon credits, greenhouse gas emission quotas traded on the domestic carbon market exchange; Registration of programs and projects according to the carbon credit exchange and offset mechanism; Registration of use, allocation of production and import quotas of controlled substances; Adjustment and supplementation of production and import quotas of controlled substances; Adjustment of content of PDD or PoA-DD approval letter.

Hydrometeorological field: 2 procedures: Exploiting and using hydrometeorological information and data; Requesting permission to exchange hydrometeorological information and data, and monitor climate change with international organizations, foreign organizations and individuals.

Water resources sector: 10 procedures: Temporarily suspending the validity of underground water exploration licenses and water resource exploitation licenses; Returning large-scale underground water drilling licenses; Appraising plans to adjust inter-reservoir operation procedures; Calculating fees for granting water resource exploitation rights for works for domestic use that have been put into operation and have been granted water resource exploitation licenses but have not yet been approved for the granting fees; Re-issuing large-scale underground water drilling licenses; Calculating fees for granting water resource exploitation rights for works that have not yet been put into operation; Calculating fees for granting water resource exploitation rights for works that have been put into operation; Adjusting fees for granting water resource exploitation rights; Returning underground water exploration licenses and water resource exploitation licenses; Re-issuing underground water exploration licenses and water resource exploitation licenses.

Field of surveying and mapping : 3 procedures: Providing information, data, surveying and mapping products; Re-issuing License for surveying and mapping activities; Re-issuing License for surveying and mapping activities.

Land sector 2 procedures: Providing land information and data; Providing remote sensing information and data.

Marine and island sector 1 procedure: Exploiting and using database of marine and island resources and environment via electronic network.

Geology and mineral sector 1 procedure: Providing, exploiting and using data on geology and minerals.
