On November 24, the Forum "Chairman of Vietnam Farmers' Union - Minister of Natural Resources and Environment listens to farmers speak" was held in Hanoi.
The event was organized by the Central Committee of the Vietnam Farmers' Union in coordination with the Ministry of Natural Resources and Environment (TN-MT) with the theme: "Unlocking land resources, aiming for NetZero goals, protecting the rural environment".

At the Forum, Mr. Nguyen Manh Hieu, Chairman of the Farmers' Association of Phu Yen Commune, Phu Xuyen District, Hanoi, asked about the phenomenon of land auctions, pushing up virtual land prices.
According to Mr. Hieu, recently many localities such as Me Linh, Hoai Duc, Thanh Oai... have auctioned land use rights, including a very high land fever, in some places up to more than 100 million VND/m2.
“The land auction policy is correct, but there are also concerns that many people are taking advantage of this to inflate land prices, making it difficult for low-income households to buy land to build houses and separate land use certificates for their children,” said Mr. Hieu.
Mr. Dao Trung Chinh, Director of the Department of Planning and Development of Land Resources, Ministry of Natural Resources and Environment, informed that this agency is conducting inspections and examinations of land auctions in a number of localities. If there are any violations, they will be made public and transparent.
Regarding land auctions, Minister of Natural Resources and Environment Do Duc Duy has proposed solutions to overcome difficulties and shortcomings, even cases of taking advantage of land auctions to inflate prices for personal gain.
Accordingly, he recommended that the Government direct localities to synchronously apply solutions to overcome and rectify land auction activities, and strictly handle those who take advantage of land auctions to inflate and profit.
In particular, localities need to strictly implement regulations on the Law on Auction, State assets, Price Law, and Land Law 2024.
Publicity and transparency in land use planning and urban planning, especially in auction areas; Reasonable adjustment of land prices in the land price list as a basis for valuation during land auctions.
Along with that, localities need to strengthen solutions on land and housing supply suitable to the needs of the majority of people, with reasonable prices so that people can pay and buy for use, avoiding the imbalance in supply and demand of land and housing...
In the auction regulations, it is possible to stipulate a shortening of the time for submitting the auction fee, and at the same time publicize cases of high bids that forfeit the deposit, to avoid cases of profiteering.
In particular, strengthen inspection and strictly handle violations to overcome the recent situation in the suburban areas of Hanoi.
