After 78 years of building, fighting and growing, the People's Public Security Force (PPP) has achieved many feats and outstanding achievements. Could the Minister summarize the outstanding achievements of the PPP?
Minister To Lam : Born in the days of the historic August Revolution, under the absolute and direct leadership in all aspects of the Party Central Committee, the unified management of the State, and the close and effective coordination and cooperation of the People's Army, all levels and sectors, the People's Public Security force has continuously continued and promoted the glorious heroic tradition, grown stronger and more mature in all aspects, excellently completed the assigned tasks, and is truly an important, trustworthy, and absolutely loyal revolutionary armed force of the Fatherland, Party, State and people.
Over the years, the People's Public Security Forces have made particularly important contributions to the cause of national liberation, construction, protection and development of the country. During the resistance wars against the French and the Americans, tens of thousands of police officers and soldiers heroically sacrificed or devoted part of their blood for the independence and freedom of the Fatherland. From 1975 to present, the People's Public Security Forces have had more than 1,000 officers and soldiers sacrificed and thousands of comrades injured while on duty.
In recent years, the Public Security Forces have always proactively advised the Party and State on fundamental and strategic issues in the fields of politics , economics, culture, foreign affairs, and security and order. Promoting the core role in ensuring security and order, proactively preventing and repelling challenges and threats early and from afar, firmly protecting national security; absolutely ensuring security and safety for the activities of Party and State leaders and important political events of the country.
Crime prevention and control work achieved and exceeded set targets, restrained and reduced crime, promptly and effectively handled complex emerging issues, avoiding passivity and surprise; building the movement of All People Protecting National Security achieved many important results...
Along with successfully completing the task of ensuring security and order, the People's Public Security force has done a good job in social security work with the goal of "leaving no one behind"; synchronously and effectively implementing all aspects of foreign affairs and international cooperation.
The Public Security Forces are always exemplary and take the lead in many aspects of work, such as: Party building and rectification, innovation, streamlining the organization, operating effectively and efficiently in the direction of "Elite Ministry, strong province, comprehensive district, grassroots commune", in national digital transformation, administrative procedure reform...
In particular, the Public Security force has taken the lead in thoroughly grasping and implementing, making important contributions to carrying out key tasks and breakthrough solutions according to the Resolution of the 13th National Congress of the Party.
Those results and achievements have made important contributions to building an orderly, disciplined, safe and healthy society, protecting the peaceful and happy life of the people, and consolidating and enhancing Vietnam's prestige and position in the international arena.
People are the reliable support of the police force.
In any conditions and circumstances, the Vietnam People's Public Security Forces are always united, closely attached to the people, relying on the people to train, fight, and excellently complete assigned tasks. Could you please evaluate the role and significance of the movement "All people protect national security"? In the coming time, what solutions will the People's Public Security Forces have to promote the role of the people in the cause of ensuring security and order?
Minister To Lam: President Ho Chi Minh affirmed: "Maintaining order and security is first and foremost the job of the police, army, and public security forces". But to achieve high efficiency, "Maintaining order and security must rely on the initiative and strength of the people", "When the people help us a lot, we will have a lot of success, when they help us a little, we will have little success, when they help us completely, we will have complete victory". Practice shows that the masses are the decisive factor in the victory of the struggle to protect security and order.
Recognizing the great role of the people, our Party, State and the People's Public Security Forces always attach special importance to the work of building the movement of All People Protecting National Security; considering this one of the revolutionary movements of the Party and State; one of the basic working measures to fight and prevent crime, the basic foundation of the cause of protecting national security, maintaining social order and safety.
The movement of the entire people to protect the security of the Fatherland is also a condition for the people to exercise their mastery in the field of ensuring security and order. To promote the great role of the people, to recognize the tradition of solidarity and close ties between the police and the people, on June 13, 2005, the Prime Minister issued Decision No. 521/QD-TTg, taking August 19 every year as the Festival of the entire people to protect the security of the Fatherland.
Over the years, under the leadership of the Party, the State and the core role of the People's Public Security Forces, the movement of All People Protecting National Security has mobilized the participation and close coordination of Party committees, authorities, sectors, organizations from the Central to local levels and the masses.
The movement is increasingly developing in depth with innovative and creative content and forms, combining traditional forms with modern methods using information technology.
Thereby, it contributes significantly to building and consolidating the people's hearts and minds, the great national unity bloc, fostering people's trust in the Party, State and regime; mobilizing the combined strength of the entire political system and the entire people to participate in ensuring security and order.
The people have promoted their role as masters and have truly been the "eyes and ears" and a reliable support to help the police force fight and defeat all plots and sabotage activities of hostile forces and criminals, firmly protect national security, ensure social order and safety, and make an important contribution to promoting socio-economic development.
To continue promoting the role of the people in ensuring security and order, the Central Party Committee of the Public Security and the Ministry of Public Security always adhere to the motto and principle "Whatever is beneficial to our people must be done to the utmost, whatever is harmful to our people must be avoided to the utmost", "All activities of the Public Security force must put the legitimate interests of the people first and foremost", and synchronously deploy solutions to improve the quality and effectiveness of the movement "All people protect national security".
Focus on doing a good job of advising the Party and State on promoting the combined strength of the entire people, building a solid people's security posture, and creating a proactive position in protecting security and order.
Thoroughly grasp and seriously implement the Party's guidelines and policies, the State's policies and laws on mass mobilization work in the People's Public Security Forces; actively mobilize people to participate in the movement of All People Protecting National Security; step up propaganda and dissemination of laws so that people clearly understand the task of protecting security and order, thereby raising vigilance and actively participating with the police force in preventing and fighting against sabotage activities of hostile forces and all types of crimes.
Proactively prevent and effectively combat all types of crime, protect the peaceful and happy life of the people.
Maintain and keep close contact with the people; regularly and effectively organize forums "The police listen to people's opinions" for people to contribute ideas, criticize and build the People's Public Security force; focus on building a team of cadres working on building the movement of the People protecting the security of the Fatherland that is truly close to the people, understands the people, and serves the people; associated with building a People's Public Security force that is truly clean, strong, disciplined, elite, and modern, meeting the requirements and tasks in the new situation.
Security for development, development for security
In recent times, the Ministry of Public Security has achieved many successes in the fight against corruption and negativity, contributing to cleaning up the apparatus and maintaining discipline and the law; closely combining active prevention with proactive detection, investigation and clarification to strictly handle according to the provisions of the law. On this occasion, could the Minister send a message to the people, especially the Vietnamese business community and entrepreneurs, to help them confidently "overcome the waves" to continue building a prosperous country, so that people can live in prosperity and happiness?
Minister To Lam: Under the strong leadership of the Party Central Committee, the Politburo, the Secretariat, and directly by General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on anti-corruption and anti-negativity, the fight against corruption and anti-negativity has achieved clear results, increasingly going into depth, creating positive effects, spreading strongly throughout society.
Thereby, it has consolidated and strengthened people's trust in the Party and the State, cleaned up the apparatus, tightened discipline and order; at the same time, overcome many loopholes in economic management, social management, and cadre management, increased the transparency of the socialist rule-of-law State, and made an important contribution to promoting economic and social development, maintaining political stability, strengthening national defense, security, and foreign affairs.
Faced with difficulties and challenges due to the dual impact of external factors and internal limitations and shortcomings of the economy, implementing solutions to overcome difficulties and promote production and business is a particularly important task. The Ministry of Public Security will focus on synchronously implementing solutions according to the direction of the Government, the Prime Minister and assigned functions and tasks to stand side by side with all classes of people, especially the business community, in developing and restoring production and business.
In particular, the consistent viewpoint and spirit is "Security for development, development for security". Proactively grasp the situation, assess and forecast factors affecting the process of organizing and implementing tasks and solutions for economic and social development, especially emerging complications related to economic security, social order and safety, in the fields of production and business to advise and propose timely solutions.
Continue to improve the effectiveness of administrative reform in the People's Public Security according to the motto "Taking people and businesses as the center, the subject, the goal and the driving force"; accelerate the application of population data; promote the reduction and simplification of regulations related to business activities under the management scope of the Ministry of Public Security; closely coordinate with relevant ministries and branches to advise the Government to continue to remove obstacles in the spirit of maximum support for businesses, but must ensure strict compliance with legal regulations.
Synchronously deploy solutions to maintain national security and ensure social order and safety; focus on ensuring human security, worker security, security and order in industrial parks, export processing zones and economic zones; prevent and promptly resolve pressing issues that may arise related to security and order early and at the grassroots level; contribute to creating a favorable, secure and safe environment for businesses to trust and feel secure in production and business.
The Ministry of Public Security continues to take the lead, determined to carry out the fight against corruption and negativity in accordance with the direction of General Secretary Nguyen Phu Trong with the motto "no forbidden zones, no exceptions, regardless of who the person is".
All citizens and businesses are both objects of protection and service of the Public Security Forces, and at the same time are one of the forces directly participating in the cause of ensuring security and order.
Therefore, we hope that all people, organizations and businesses will always uphold the spirit of the rule of law, make more and more important contributions, and join hands with the Public Security Forces in ensuring security and order, building a healthy, safe and developing production and business environment.
Lean system, effective and efficient operation
After 5 years of implementing the organizational model of the Ministry of Public Security according to Resolution 22-NQ/TW of the Politburo and Decree 01/2018/ND-CP of the Government, what initial results have been achieved, Minister? In the coming time, what tasks and solutions will the Ministry of Public Security continue to implement to build a truly comprehensive organizational structure at all levels as stated in Resolution 22-NQ/TW "Ministry refined, province strong, district comprehensive, commune close to the grassroots"?
Minister To Lam: Implementing the organization of the Ministry of Public Security according to Resolution 22-NQ/TW of the Politburo and Decree No. 01/2018/ND-CP of the Government is a step to implement the Party's viewpoints on continuing to innovate, streamline the organization of the political system, operate effectively and efficiently, and build the People's Public Security force as set out in the Resolution of the 12th National Party Congress and Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee; is an important step to strengthen the absolute and direct leadership of the Party in all aspects over the People's Public Security.
Through the arrangement, innovation, and organization of the Ministry of Public Security's apparatus, the intermediate levels have been reduced; the direct and concentrated leadership of the Ministry's leaders and local police in all aspects of work has been strengthened; the effectiveness and efficiency of combat work has been improved. At the same time, it has created conditions to clearly define functions and tasks, and delegate substantial, full, and commensurate powers to the functions and tasks of the police at all levels.
Innovation and reorganization of the apparatus also facilitate the implementation of personnel policies; gradually perfecting the team of leaders and commanders, associated with the implementation of the policy of arranging heads of provincial, district and commune-level police who are not local people; is a premise for gradually adjusting and arranging forces in the direction of strengthening the grassroots and direct combat forces...
The reorganization of the Ministry of Public Security demonstrates the proactiveness, exemplary leadership, strong political determination, and great efforts of the Central Public Security Party Committee and the entire Public Security force. It is the most revolutionary and drastic reorganization of the apparatus in many years, with strong influence and spread throughout the entire political system, recognized and highly appreciated by Party and State leaders, and agreed and supported by the people.
In the coming time, to build the People's Public Security force in the direction of "Elite Ministry, strong province, comprehensive district, grassroots commune", the Central Public Security Party Committee and the Ministry of Public Security will continue to advise the Politburo and the Secretariat to direct solutions to mobilize the strength of the entire political system to effectively implement Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements of tasks in the new situation"; perfecting the system of legal documents, ensuring a full legal basis for the work of ensuring security and order and the organization, operation and protection mechanism of the People's Public Security.
At the same time, focus on perfecting the internal organization of the police force at units and localities to be streamlined, compact, and strong, operating in a concentrated and specialized direction, in accordance with practical requirements and tasks of ensuring security and order, associated with promoting the implementation of assignment, decentralization, and structuring of staff according to the framework of standards and criteria for arranging staff at 4 levels of police, as a basis for determining the staffing for police at units and localities according to the framework of job positions, prioritizing reinforcement for grassroots police and direct combat forces.
Focus resources on building and modernizing facilities and technical equipment; increase the application of science and technology in all aspects of public security work. Pay attention to training and fostering to improve the professional qualifications and skills of officers and soldiers to meet the requirements and tasks in the new situation.
