According to the report of the Ministry of Culture, Sports and Tourism, in the first 6 months of 2025, inheriting the results achieved in 2024, with the attention and close direction of the Party and State leaders, the efforts of the collective, the correct and accurate advice and the drastic and timely direction of the Ministry's leaders, the whole industry has closely followed and synchronously and effectively implemented the Party's guidelines and policies, the State's laws and policies, the Resolution of the 13th National Congress of the Party, the Resolutions at the regular meetings of the Government , focusing on the task of reviving and developing Vietnamese culture. Outstanding results of the whole industry in the first 6 months of the year include:
Institutional development and improvement continues to be one of the top priorities of the Ministry's leaders. In the first 6 months of 2025, the Ministry directed the development and promulgation of 25 legal documents under its authority: including 02 draft laws, 01 resolution and 01 proposal to develop a law under development; submitted to the Government for promulgation of 05 decrees; continued to complete the dossier to submit to the Government 06 decrees; issued 10 circulars under its authority.
Major issues of the Industry's orientation are determined with specific implementation roadmaps, directing the organization to implement in the right direction, in accordance with the actual situation, specifically: completing and submitting to the Government the Feasibility Study Report of the National Target Program on Cultural Development for the period 2025-2035, phase 1: from 2025 to 2030; Project to organize "Exhibition of socio -economic achievements on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025); Project "Internationalization of national cultural identity, nationalization of the quintessence of world culture"; coordinating with Committees, branches and localities to organize activities to celebrate major holidays and important historical events in the 3 years 2023 - 2025.
Tourism has grown impressively, continuing to be a bright spot in contributing to the country's socio-economic development. The total number of international visitors in the first 6 months of 2025 reached more than 10.6 million, an increase of 20.7% over the same period. Total revenue from tourists in the first 6 months of 2025 is estimated at about 518 trillion VND.
Activities to preserve and promote cultural heritage have been effectively implemented; press, media and publishing work has had many positive changes; the fight to effectively prevent bad and toxic information has been carried out regularly and continuously with increasingly improved efficiency; the mass sports movement has developed strongly; high-performance sports have made progress; the cultural industry and entertainment industry have shown signs of positive development with many unique and creative cultural products and activities.
At the Conference, a number of localities such as Hanoi, Lao Cai, Thanh Hoa, Can Tho... reported and proposed many important contents such as: solutions to remove difficulties in state management at the grassroots level after the merger; work to reorganize the apparatus of the culture, sports and tourism sector after decentralization, emphasizing the need to perfect job positions and organizational structure of the sector in a streamlined and effective direction; focusing on building creative spaces, promoting socialized resources for cultural development; building typical tourism products and promoting international tourism promotion; work to develop physical training and sports, especially in building mass sports movements, socializing sports activities, investing in young athletes...

In his closing speech at the Conference, Minister of Culture, Sports and Tourism Nguyen Van Hung acknowledged the opinions from the grassroots, affirming that the Ministry will absorb and study the adjustment of policies and institutions to better suit the post-merger reality, aiming at the goal of synchronous and effective cultural development with the motto "Ministry guides, Departments accompany for the common mission" contributing to the successful implementation of the country's political, economic and social tasks.
Regarding the key tasks for the last 6 months of 2025, the Ministry of Culture, Sports and Tourism will focus on directing the development of projects to submit to the Government and the Prime Minister and tasks assigned by the Government and the Prime Minister in 2025, namely: Developing draft laws, decrees, and circulars for promulgation and submission to competent authorities for promulgation according to the 2025 law-making program; Focusing on guiding and implementing the decentralization and division of authority in the sector's fields when organizing 2-level local governments.
Continue to implement tasks of developing science, technology, innovation, digital transformation, administrative reform and Project 06; focus on reviewing legal regulations to promptly remove bottlenecks serving the development of science, technology, innovation and digital transformation activities in accordance with the characteristics of the field of culture, sports and tourism, develop and promulgate a program to promote digital transformation of smart tourism in the tourism sector; upgrade the Ministry's administrative procedure settlement information system, ensure information security and safety and connect with the National Population Database; Focus on implementing the Programs and Projects after approval: National target program on cultural development for the period 2025-2035; Project "Internationalization of national cultural identity, nationalization of world cultural quintessence"; Strategy for developing Vietnam's cultural industries to 2030, vision to 2045; Project on entertainment industry.
Focus on directing and successfully organizing the Exhibition of socio-economic achievements and well organizing cultural and artistic events, activities, and entertainment programs with positive content, strongly spreading traditional values and patriotism, aspirations for development and national unity, celebrating the 80th anniversary of the successful August Revolution and National Day September 2 and assigned tasks at the Parade and Parade to celebrate the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
Based on the orientation and direction at the Conference, the Department of Culture, Sports and Tourism of Lang Son province continues to deploy and focus on effectively implementing the tasks according to the set plan, speeding up the completion of goals and targets, contributing to affirming the fundamental role of the Culture, Sports and Tourism sector in the current new context./.
