Ministry of Construction directs to remove obstacles at intersection 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway

(DN) - On September 15, according to the People's Committee of Dong Nai province, the Department of Economics - Construction Investment Management (Ministry of Construction) issued Document No. 3768/KTQLXD-QLDT (dated September 11, 2025) to the Vietnam Expressway Corporation (VEC) to urgently coordinate with the locality to study and propose investment to complete the intersection of Highway 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

Accordingly, the Department of Economics - Construction Investment Management requests VEC, with the authority to decide on investment, the investor of the Ho Chi Minh City - Long Thanh Expressway Expansion Project, part of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, to coordinate with relevant departments, branches and localities to study the recommendations of the Dong Nai Provincial People's Committee to have appropriate solutions, ensuring economic - technical, promoting investment efficiency.

Regarding the implementation results, VEC is requested to report to the Ministry of Construction (through the Department of Economics - Construction Investment Management) before September 17, 2025, so that the Department of Economics - Construction Investment Management can synthesize and advise the Ministry of Construction to send comments to the People's Committee of Dong Nai province.

Previously, on September 10, 2025, the People's Committee of Dong Nai province sent a document to the ministries of Finance and Construction to consider and request VEC to add the investment item to complete the intersection of Road 319 to the Project to expand the Ho Chi Minh City - Long Thanh Expressway section.

According to the People's Committee of Dong Nai province, through reviewing projects in the province that need to connect traffic through the intersection of Highway 319 (according to the provincial planning, it is Provincial Road 771) with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to create conditions for connecting the Long Thanh High-Tech Industrial Park.

Currently, the connection to the Long Thanh High-Tech Industrial Park project through the temporary connecting route with the intersection of Highway 319 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway causes difficulties for vehicles from the expressway to enter and exit this industrial park (currently, this intersection has just been invested in by Dong Nai province for branches on the side of Nhon Trach district (old) under the BOT form, while the branches on the side of Long Thanh district (old) have not been invested yet).

Therefore, to facilitate traffic connection, attract investors to Long Thanh High-tech Industrial Park, form a traffic axis connecting with Nhon Trach Industrial Park, Phuoc An Port, Cai Mep - Thi Vai Port, create conditions for socio-economic development of Long Thanh, Nhon Trach area of ​​Dong Nai province in particular and the Southeast region in general, the investment in completing the intersection of Highway 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway is very necessary.

In the current difficult situation of the provincial budget, the investment in completing the 319 intersection in the BOT project is not financially feasible. Therefore, Dong Nai province proposed to add the investment item to complete the 319 intersection in the Ho Chi Minh City - Long Thanh Expressway Expansion Project.
