Ministry of Construction informs about Cam Lo - Lao Bao expressway project

On September 15, the Ministry of Construction responded to voters of Quang Tri province regarding the petition related to investment procedures for the Cam Lo - Lao Bao expressway project.

The Ministry of Construction said that on August 5, the Ministry of Construction received a petition from voters of Quang Tri province sent by the Government Office according to Official Dispatch No. 7291/VPCP-QHDP.

Accordingly, the petition's content is as follows: "Voters recommend that the Government promptly consider and approve the investment policy for the Cam Lo - Lao Bao expressway project. This is a route of special importance, connecting the East - West economic corridor of Quang Tri province, expanding trade with countries in the Mekong sub-region, and at the same time creating a driving force to promote local socio-economic development in the coming period.

Pay attention to allocating resources according to the Conclusion of General Secretary To Lam on October 28, 2024, during his visit and working session with Quang Tri province (old) on completing transport infrastructure; direct relevant ministries and branches to promptly complete PPP public-private partnership procedures to implement the project as soon as possible.

Regarding this proposal, the Ministry of Construction said that according to the approved Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Cam Lo - Lao Bao Expressway (CT.19) is 56 km long, has 4 lanes, and is expected to be invested before 2030.

To implement the planning, the Prime Minister issued Decision No. 350/QD-TTg dated April 15, 2022 assigning the People's Committee of Quang Tri province as the competent authority to implement the Cam Lo - Lao Bao expressway project (project) under the public-private partnership (PPP) method.

On that basis, the People's Committee of Quang Tri province has completed the Project Investment Proposal Report, with a scale of 4 lanes, with a preliminary total investment of about 13,939 billion VND, of which the State capital participating in the project is about 9,479 billion VND, equivalent to 68% of the total investment, the investor's capital is about 4,460 billion VND; the payback period is about 20.9 years.

According to the Ministry of Construction, to ensure the feasibility of the toll collection plan to recover capital for the project, the People's Committee of Quang Tri province has reported to the Prime Minister for consideration and support of central budget capital in the period of 2026 - 2030 for the project with a cost of about VND 8,803 billion, as a basis for submitting to the People's Council of Quang Tri province for approval of the project investment policy.

On August 13, 2025, the Government Office issued Document No. 7537/VPCP-KTTH notifying the direction of Deputy Prime Minister Ho Duc Phoc assigning the Ministry of Finance to preside over and coordinate with the Ministry of Construction and the People's Committee of Quang Tri province to review and propose to competent authorities to arrange state capital to participate in the project according to regulations.

“Recently, the Ministry of Construction has compiled the project's capital needs in the medium-term public investment plan for the 2026-2030 period and sent it to the Ministry of Finance for synthesis and reporting to competent authorities for consideration and decision. Therefore, it is recommended that the People's Committee of Quang Tri province work with the Ministry of Finance to report to the Prime Minister for consideration of central budget capital support for the project, as a basis for approving the project's investment policy,” the Ministry of Construction informed.
