Cultivating culture, art and life values
According to the Director of the General Education Department ( Ministry of Education and Training ) Thai Van Tai, if the school only lets students interact with the learning materials in textbooks and teachers, it is not enough. The function of the school, in addition to implementing well the conditions provided by the State, must also know how to design and mobilize related forces to participate in the educational process. This has been specified in many guiding documents of the Ministry of Education and Training.
Currently, the education sector has many favorable conditions to implement the goal of comprehensive student development. Facilities are increasingly enhanced and guaranteed; the teaching time of 2 sessions/day has created an open space for educational activities, in line with the orientation of the 2018 General Education Program and approaching the trend of developed countries.
Not only stopping at studying textbooks, students also have access to program-oriented content, requiring the participation of many social forces, including the fields of culture and art. With that orientation, the Ministry of Education and Training has issued many legal documents and detailed instructions to support schools in the implementation process.

At the seminar on orientations for implementing education on life ideals, life values, culture and arts for high school students organized by the Department of General Education (Ministry of Education and Training) in coordination with the Vietnam Writers Association on October 2, many experts discussed and analyzed the theoretical and practical bases of this field.
Deputy Director of the General Education Department (Ministry of Education and Training) Trinh Hoai Thu said: The 2019 Education Law stipulates that educational content must ensure basic, comprehensive, practical, and modern characteristics; attach importance to ideology, moral qualities, and civic awareness; inherit national traditions and cultural identity, and absorb the quintessence of humanity. The goal of general education is to develop intelligence, physical strength, and civic qualities; foster talents, and provide career orientation; and focus on ideals, ethics, lifestyle, and the ability to practice and apply knowledge.
Contents on life values, culture and art are integrated into many subjects such as: Music, Fine Arts, Literature, History, Civic Education, Experiential and Career Guidance Activities, Local Education Activities. The program clearly defines the goal of nurturing love of beauty, humanistic spirit, sense of civic responsibility and aspiration to contribute with the main qualities: Patriotism, kindness, diligence, honesty, responsibility.
Every year, the Ministry of Education and Training issues guidelines for the school year, considering moral education, lifestyle, life ideals, and life skills as the focus. In the 2025-2026 school year, Official Dispatch 4567/BGDĐT-GDPT of the Ministry of Education and Training emphasizes the goal of improving the quality of comprehensive educational activities on morality, intelligence, physical fitness, and aesthetics, including education on life values, life skills, reading culture, school culture, arts, finance, digital capacity, and artificial intelligence capacity.
Help the young generation preserve national identity
Based on the discussion at the seminar, the Ministry of Education and Training and the Vietnam Writers Association agreed to consider compiling, appraising and integrating the Vietnam Writers Association's document set on a digital platform, suitable for use in general education, which can be implemented in the direction of integration into subjects and educational activities of the 2018 General Education Program or used in second-session lessons. The implementation is carried out on the basis of Circular No. 21/2014/TT-BGDDT dated July 7, 2014 of the Minister of Education and Training regulating the management and use of reference publications in educational institutions.
According to Ms. Trinh Hoai Thu, education in life skills, life values, culture and arts has become an important pillar in the comprehensive education development strategy. It is not only the foundation for personality formation, nurturing aspirations and ideals for students, but also the driving force for the development of modern, humane and integrated Vietnamese people.
Sharing the same view, Chairman of the Vietnam Writers Association Nguyen Quang Thieu said that in the context of many unpredictable changes, the young generation needs to have the courage to receive the quintessence of human culture, while at the same time preserving the Vietnamese identity, not being assimilated or lured by negative ideologies.

Mr. Nguyen Quang Thieu emphasized that the compilation and implementation of educational books on culture and arts, beautiful lifestyle following Uncle Ho's example, as well as learning about the Communist Party of Vietnam is extremely important and urgent. Teaching history must be done accurately and truthfully; only when historical truth is fully and correctly conveyed, can children find inspiration, thereby forming love, pride and a sense of responsibility towards the country.

Culture not only helps us become true human beings, but also opens our “bright eyes” in our thoughts and minds, so that we can appreciate the past and look towards the future,” Mr. Nguyen Quang Thieu shared.

In that spirit, the Vietnam Writers Association requests the Ministry of Education and Training to guide the compilation of the following book series: Cultural and Artistic Education (grades 1 to 12), Ideal Journey - Vietnamese Youth (grades 1 to 12) and Living Beautifully Following Uncle Ho's Example (grades 1 to 12) to help the young generation preserve national identity, nurture their souls and develop comprehensively.
The Ministry of Education and Training has issued Official Dispatch No. 5215/BGDĐT-GDPT dated September 3, 2025 on inviting experts, artisans, artists, coaches, and athletes to participate in educational activities in general schools. This document not only provides specific guidance on coordination with social forces in moral education, life ideals, and life skills, but also clearly stipulates the principles and criteria for inviting experts to participate, while emphasizing the requirement to connect schools with the cultural, artistic, and sports community.
Through that, the Ministry of Education and Training has been creating an important legal corridor, encouraging broad participation from society, contributing to diversifying forms of education on patriotism, revolutionary ideals and cultural values of the nation and humanity for students.
